Renovation of a multi-residential development in Havelock, North Carolina. Completed plans call for the renovation of a multi-residential development.

Scope of work will consist of renovations and modernization of existing project and includes, but is not limited to, the following items: Description of Issue and Proposed Solution: The units have a 1'x1' fiberboard drop ceiling in a majority of the rooms/spaces installed to wood 1x4's that are mounted to an original plaster (assumed) ceiling that is attached to the roof trusses above. The duct in the attic is insulated. There are uninsulated duct extensions from the duct in the attic to the ceiling mounted grilles below and those duct extensions condensate and cause water problems with the ceiling tiles. Additionally, the ceiling tiles cause issues of maintenance repair. The proposed solution is to remove ceiling tiles, provide insulation around duct and duct extension and provide new gypsum board ceiling. All ceiling mounted lights and grilles / dampers are to be replaced and smoke detectors salvaged and reinstalled. Tenant possessions shall be protected and/or relocated during work. All duct and grille sizes shall be field verified. Scope: 1. Ceiling Repair - Remove existing 1'x1' fiberboard style ceiling tile throughout units. Existing 1x4 wood furring strips attached to ceiling shall remain. Fasteners from existing ceiling tiles shall be fully removed or fully nailed/screwed in to 1x4s. Provide new 1/2" gypsum board ceiling attached to existing 1x4 furring strips. Provide a Level 4 finish. 2. Ceiling Repair - Remove existing ceiling mounted lights. Salvage any tenant installed fans for reinstallation. Upon installation of new gyp. bd. ceiling, provide new LED light fixtures. General Contractor shall field verify clearances for electrical boxes and adjust mounting as required. Tenant shall sign off on any and all tenant installed fans that the Contractor is not responsible for any damage or issues with operation prior to removal and reinstallation otherwise, Tenant shall be responsible for having personal ceiling fans removed/reinstalled by licensed electrician at their own expense. 3. Ceiling Repair - Remove existing ceiling mounted smoke detectors and salvage for reinstallation. Upon installation of new gyp. bd. ceiling, reinstall smoke detectors in same general location. Ensure smoke detectors are 3' minimum away from all HVAC grilles. Ensure smoke detectors are 1' minimum away from walls. It is assumed that all smoke detectors are battery powered. It is assumed that the smoke detector in the hallway has power to the smoke detector location but is not connected. General Contractor shall maintain access to this box and to the associated wiring. 4. Ceiling Repair - Removed existing ceiling mounted HVAC grilles and associated dampers. Existing non-insulated duct extension from original plaster (assumed) ceiling down to lower drop-ceiling shall remain. Provide 2" foil wrapped, R5.6 min. around non-insulated duct extension attached with foil tape. Where any gap occurs around duct extension(s) that is less than 1", General Contractor shall fill gap with unfaced batt insulation. Where any gap occurs around duct extension(s) that is more than 1", General Contractor shall cover/fill void with 1/2" gyp. bd. Provide new butterfly style damper and new round steel grille diffuser. 5. Ceiling Repair - General Contractor shall enter each attic and ensure attic insulation is installed tight to duct at grille locations. Where insulation is missing directly next to duct, General Contractor shall build up surrounding insulation around duct. If additional insulation is required then Unit Pricing may be applied. 6. Ceiling Repair - Where lights are installed in closets with pull strings, Provide a new switch in that same room. This typically occurs in laundry / mechanical rooms. New wiring shall be concealed in wall and walls shall be patched and painted (corner to corner). 7. Ceiling Repair - At each grill location General Contractor shall include thorough cleaning of existing plaster / drywall and wood furring for a 5'x5' area around each grille. Cleaning shall consist of spraying a solution of 1 part 3% hydrogen peroxide to 1 part potable water, letting solution sit for 15 minutes, scrub area with stiff brush and detergent (warm water/dish soap), wipe clean with damp cloth. 8. Provide all other work as shown on plans, in the project manual and as required by building codes and the authority having jurisdiction. The Owner will unlock designated units so Contractors can have access to the interior. Contractors are asked to notify the Owner / schedule their visits ahead of time - Contractors shall contact Denise Parsons, Executive Director, at (919) 222-0434 to schedule a visit. Questions that arise from the Site Visits or regarding the Bid Documents are to be directed to the Architect at bids@stognerarchitecture.com. Complete Plans and Project Manual will be open for inspection in the office of Stogner Architecture, PA, 615 East Broad Avenue, Rockingham, North Carolina (Designer); at the Housing Authority Office; or complete Plans and Project Manual will be available for on-line viewing from the offices. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina and per Section 9 of Form 5369 and individual sureties must be listed on US Treasury Circular Number 570 to execute the contract in accordance with the bid bond and per HUD-5369 Sections 9 and 10. Five Percent shall be based on the maximum bid price, ie: Base Bid plus Unit Prices plus Contingency Allowance plus All Add Alternates. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award or to give satisfactory surety as required by law. (Bid Bond not required if bid is less than $100,000.00.) Refer to provisions for Equal Employment Opportunity and payment of not less than the minimum salaries and wages indicated in the project manual must be paid on this project. A Performance Bond and a Payment Bond will be required for one hundred percent (100%) of the contract price, OR a 20% cash Escrow OR a 25% Letter of Credit. (NOTE: IF CASH ESCROW OR LETTER OF CREDIT IS USED IT MUST REMAIN IN FORCE UNTIL END OF WARRANTY PERIOD) Performance and Payment Bond not required if Bid is less than $100,000.00.
