Renovation of a detention facility in Saint Cloud, Minnesota. Completed plans call for the renovation of a detention facility.
A. The work will be done under one prime contract that includes: General contractor, demolition, masonry/sheetrock, carpentry, flooring, ceiling, paint, casework, door/hardware supplier, electrical, low-voltage, security specialist, mechanical plumbing, HVAC, controls, furniture vendors. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Interior renovation of portion of Administration Building at MCF-St. Cloud, including replacement of existing primary sallyport doors with new sliding detention doors and associated hardware and controls. 2. New interior finishes and casework at Key Room and Armory spaces. 3. Conversion of existing office space into new Monitor Room with associated sallyport and toilet room. 4. Conversion and finishes for new office, staff toilet room, and lactation room. 5. Construction of new server room with all associated network racks. 6. All renovated spaces to receive new LED light fixtures and power/data modifications as required for new function. 7. Mechanical scope to include new fixtures for new toilet rooms and fixtures, and installation of fan coil units and mini-splits to provide cooling at renovated spaces, including building automation controls. 8. Construction scope to include new furniture, equipment, and appliances as specified. 9. Phased project (see phasing plans). This solicitation includes required insurance as recommended for the project's specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This solicitation includes qualification requirements. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor, not as a subcontractor, the work for at least three (3) contracts which have achieved Substantial Completion since July 2021 for construction of interior renovations of similar scope of work. Each of these contracts MUST have had a construction value of $900.000 or greater. Project Manager and Job Superintendent responsible for this project EACH has had at least five (5) years of experience with general construction similar in scope and value to this project. Each of these contracts must have had a construction value of $1,000,000 or greater. This Project has a 7% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. The TG/ED/VO subcontracting goal will not be a consideration in determining the lowest responsible Prime Contractor. ** pre bid info : All prospective contractors are required to pre-register with Lorene Binsfeld by email at Lorene.Binsfeld@state.mn.us (phone number: 320-240-3086) by 11:00 AM CST on December 3, 2025 indicating their intent to attend the pre-bid meeting. All visitors are required to provide "Packet Application for Access", a copy of their driver's license, and the company they represent as part of pre-registration (provided in Section 01 52 50). Responders must attend the pre-bid meeting prior to submitting their response. Responses received from responders that did not attend the pre-bid meeting will be rejected. The State is not obligated to answer questions submitted after the question due date and time. The Contractor shall make available to each proposed Subcontractor, prior to execution of the subcontract agreement, copies of the Contract Documents to which the Subcontractor will be bound, and, upon written request of the Subcontractor, identify to the Subcontractor terms and conditions of the proposed subcontract agreement that may be at variance with the Contract Documents. Subcontractors will similarly make copies of applicable portions of such documents available to their respective proposed Sub-subcontractors. The Contractor and subcontractors shall be in compliance with Article 5.3 of the AIAA201-2017 edition as modified by the State. This project has a 7% Targeted Group (TG), Economically Disadvantaged (ED), and Veteran-Owned (VO) Small Business (TG/ED/VO) subcontracting goals established.
