The City of Panama City, Florida (the "City"), through the City's Public Works Department ("PWD"), seeks Qualifications from experienced and qualified engineers to provide Professional Services for the Planning of a multi-use trail and associated items along the Bayline Railroad (Genessee and Wyoming). This project will include Phase 1, Hathaway Bridge to Michigan Avenue, Phase II - from Michigan Avenue to SR 77 Martin Luther King Blvd to SR 30 (E US 98) West Beach Drive and Phase III - Frankford Avenue from SR 30 (E US 98) West Beach Drive to end of pavement. The purpose of this project is to facilitate pedestrian and bicycle commuting and recreation by adding a multi-modal link to established routes serving the Port facility, FSU, GCSC, schools, parks, businesses and a variety of neighborhoods. question deadline date changed from 12/29/2025 to 01/05/2026 as per Addendum 1 At the discretion of the City, attendance may be offered via Video Conference. Panama City reserves the right to accept any Qualifications deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Qualifications, or to reject any or all Qualifications and to re-advertise for new Qualifications, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this RFQ
