The work consists of approximately 1,400 linear feet of Class 52 ductile iron water line, fire hydrants, valves, fittings, trench excavation, bedding and backfill, asphalt pavement patching, saw cutting, horizontal directional drill (HDD) water services, and related tasks. Bid documents will be provided electronically in PDF format only. Bidders are responsible for verifying they have a complete set of bid documents. Bids must be submitted using the forms supplied by the engineer. The first-tier subcontractor disclosure form provided with the bid form must be received by 4:00 p.m. local time on the bid date. Submit the form in a sealed, standard No. 10 business envelope, which may be enclosed in the bid envelope. Prequalification is not required. The contract is subject to ORS 279C.800 to 279C.870 regarding prevailing wages, and bids must include a statement of compliance with ORS 279C.840. Bidders must also state whether they are "resident bidders" as defined in ORS 279A.120. No bid will be considered unless the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board, as applicable. A bid bond or equivalent security for 10% of the bid amount must accompany each bid. The successful bidder will be required to provide 100% performance and 100% payment bonds. The contract will be awarded based on the lowest responsive and responsible bid. Bids submitted on forms other than those supplied will not be considered. Any objections to or comments on the bid documents must be submitted in writing five workdays before the bid opening date.
