Upgrades inside the pump station shall include replacement of the Motor Control Center (MCC) and associated medium voltage transformers, demolition/abandonment of older systems affected by the replacement of the MCC; reconnection of low voltage equipment to the new motor control center; addition of an automatic transfer switch upstream of new MCC; replacement of existing four Variable Frequency Drives for the 600HP pumps; troubleshooting the existing Switchgear to resolve the “power-flicker” issue; implementation of a solution where switchgear transfer scheme controller responds to single-phase and three-phase events on the VEPCO system; performing power system studies such as short circuit studies, protective device coordination studies, and arc flash risk assessment; installation of a 4-section fuse interrupter 4160VAC Switchgear to serve as a connection point for a portable generator as a second back up method for the pump station; and including new conductors and conduit installation. Pre-qualification requirements: Applicants must have been established as a full-time construction contractor for a minimum of ten (10) years holding or eligible to hold a Virginia Class A contracting license. Must have acted as a General Contractor and completed at least three (3) similar electrical projects (rehabilitation or new construction) of similar scope in the last seven (7) years, each with a minimum original contract value of $4,000,000 or more, with at least 2 of these 3 projects completed in a 24/7/365 operating facility. Applicants must demonstrate satisfactory performance on similar projects in the last ten years, provide information on key personnel (at least ten years of experience for each key person), demonstrate ability to obtain required bonds, provide safety records, and comply with Fairfax County Safety Resolution and Prevailing Wage Ordinance. Supplemental forms and certifications are required in the application process, including detailed project experience and commitment to quality control and accuracy of information provided. Only pre-qualified firms will be eligible to submit bids for the project. The General Contract for this project is anticipated to be advertised for bid in April 2026 with bid opening in May 2026. The projected Contract Award date is planned for June 2026, with an anticipated construction start of August 2026. The overall construction duration is planned to be 708 calendar days. These are estimated dates and durations and are subject to change.
