The project is intended to improve the quality of life for Fire and EMS personnel and modernize fire stations to support improved functionality, safety, and energy efficiency. The main focus is on enhancements to existing fire stations, including upgrading and replacing various building components such as the exterior envelope, interior finishes, site development, renewable energy, HVAC systems, plumbing, and electrical systems. The project scope applies to all Fire and EMS stations, including the 23 active stations and any inactive or convertible facilities. The exact scope for each facility will be determined in coordination with the City after selection, and will be based on energy analysis, financial audit, and construction estimates. Priority will be given to immediate needs, with a mixture of repair (priority 1 and 2) and renewal projects likely included. Potential separate bid packages may be considered if deemed in the City’s best economic interest. The selected provider is responsible for evaluating such needs and proposing packages accordingly. The project must integrate with and help implement the City of Cleveland Fire and EMS Station Modernization Plan, utilizing existing schematic-level plans where available.
