Site work for a water / sewer project in Sinking Spring, Pennsylvania. Completed plans call for site work for a one-story above grade water / sewer project.

The project consists of water treatment plant improvements, including but not limited to, the construction of a second clear well, complete filter reconstruction, electrical system upgrades, a new backwash waste sump and pump station, repurposing the existing high service pump station, a new high service pumpstation and chemical building, existing chemical feed system improvements, sludge handling/processing improvements, stormwater system updates, and miscellaneous civil/site improvements. The project will need to be sequenced such that the treatment plant remains online during construction at a limited capacity. The project work will be performed under four contracts: General Construction, Plumbing, HVAC, and Electrical Work. Each bid must be accompanied by a certified check, bank money order, or a bid bond in an amount not less than 10 percent of the bid total, payable to the owner in accordance with the instructions to bidders. Contractors must comply with applicable laws and regulations, including but not limited to the Pennsylvania "Steel Products Procurement Act," American Iron and Steel Requirements, Build America, Buy America Act, Copeland Anti-Kickback Act, Clean Air Act, Clean Water Act, Energy Policy and Conservation Act, Restrictions on Lobbying, Endangered Species Act, and Federal Davis Bacon Act Wage Determinations. All contractors are required to ensure non-discrimination in employment practices and to meet the statutes and regulations of federal and state law regarding non-discrimination. Financing assistance for the project may come from state and federal sources, including PENNVEST, and contractors must demonstrate good faith efforts to solicit Disadvantaged Business Enterprises in project construction, equipment, services, and supplies. Documentation of these solicitation efforts must be submitted with the bid. Failure to submit this documentation may result in bid rejection. The owner reserves the right to waive informality or reject any or all bids.
