The contractor shall provide all labor, materials, equipment, and supervision required to perform maintenance and repairs for various makes and models of generators (including all aspects of generator operation and natural gas, diesel, and propane engines) and uninterruptible power supplies (UPS) at Blue Grass Army Depot (BGAD). Annual generator service shall include one preventative maintenance (PM) service per year at 12-month intervals, following manufacturer warranty and minimum requirements for each generator make and model. Services include a complete inspection, measurement of output, written reports, maintenance records, engine oil and filter change, fuel filter change, antifreeze replacement, lubrication, battery load test, belt and hose inspection and replacement, battery cleaning, voltage checks, charger and heater inspection, load testing (on Fridays for non-portable generators), automatic transfer switch and voltage sensor inspection, gas pressure checks for LPG and NG units, and coolant system maintenance every two years. Generator batteries older than three years must be replaced with heavy duty batteries, properly disposed of, and documentation submitted. Automatic transfer switch (ATS) testing is required every 3 months and during generator servicing. Contractors must ensure programmed generator self-exercises and update schedules as required. Monthly generator reports, annual Infrastructure Status Reports, and monthly air quality readings are required. Portable generators require monthly inspection, test-starting, load-testing, and annual service. Contractors must respond to repair notifications within specified response times: 3 days for routine, 24 hours for urgent, and 2 hours for emergency repairs, with records maintained and submitted annually. Scheduled maintenance requires a minimum 24-hour advance notice. At least one certified master electrician must be employed, and at least one technician must reside within 1 hour and 30 minutes of BGAD. UPS systems require quarterly inspections, filter changes, and battery replacement per specified intervals. All work must comply with federal, state, local, and installation laws and regulations. Vendors are encouraged to visit the site to understand the scope of the effort.
