The selected consultant will complete the design for the Houghton P&R SD Retrofit Facility project, which involves developing plans, specifications, and estimates for stormwater treatment and detention facilities at the Houghton Park and Ride. The project area includes a 5.2 acre site and surrounding roadways that contribute polluted runoff to Everest Creek and Lake Washington. Primary tasks may include: investigating the project area and gathering engineering information, performing a topographic survey, preparing a geotechnical report, researching property easements and boundaries, preparing a preliminary design letter with identified challenges and schedule, developing 30% and 60/90% design plans and estimates, supporting permitting and identifying strategies for required permits (excluding construction permits), finalizing all necessary permits, assisting with community outreach, and supporting the bidding process by answering questions and issuing addenda. Upon completion of design services, the contract may be supplemented for construction engineering services at the City's discretion, including responding to RFIs, reviewing RAMs, design changes, and independent cost estimates. Instructions to bidders: Statement of Qualifications submissions are limited to twenty single-sided or ten double-sided pages (excluding the cover sheet) and must include: a statement of understanding of the project, discussion of project approach, identification of critical project elements and integration strategy, a work coordination plan and schedule, key personnel with roles and qualifications, a summary of quality control measures, a DBE good faith effort plan, relevant federally-funded project experience, examples of similar completed projects with client references, and all required references and materials as specified. Submittals must be provided as a PDF or MS Word document not exceeding 20MB and must include legal name and contact details. Evaluations will be based on qualifications/expertise of firm and project manager, ability to meet schedule, project approach, familiarity with standards, and references. Compliance with all relevant laws, City business licensing, and insurance requirements is mandatory if selected. All instructions in the solicitation must be addressed.
