The work to be performed includes, but is not limited to: construction of domestic and recycled water mains, services, and appurtenances; sewer mains, laterals, and appurtenances; storm drain mains, junction and diversion structures, laterals, catch basins, inlets, and appurtenances; curbs, gutters, asphalt concrete pavement, portland cement concrete pavement, curb ramps, driveways, sidewalks, bicycle paths, street lighting systems, traffic signage and striping, and related removals and replacements of curbs and pavements; grading; “dry” utility underground vaults and conduits; and other items required by the Plans and Special Provisions. Bidders with the three lowest responsive bids must deliver an original hard copy of the certified check, cashier’s check or surety bond to the Purchasing Representative at the specified address within five business days of the bid opening date. Failure to submit the original check or bidder’s bond may result in the bid being declared non-responsive. This project is subject to the Community Workforce Agreement (CWA) between the City and the Los Angeles/Orange County Building and Construction Trades Council. The CWA establishes labor relations policies and procedures for the Contractor and subcontractors of all tiers, including a local hire goal, payment of employee fringe benefits through a union trust fund, and registering employees through a union hall. A signed Letter of Assent must be submitted with the bid proposal packet.
