Renovation of a swimming pool in Wall, Pennsylvania. Completed plans call for the renovation of a one-story above grade swimming pool.
Separate and sealed proposals will be received for Wilmerding Community Center Pool Renovations - Phase 1 Re-Bid. Information for Bidders, Contract, Form of Proposal and Bid Forms, Plans and Specifications may be examined or obtained for bidding purposes from Glenn Engineering & Associates. Copies are available with a non-refundable deposit of $100.00 per set, with an additional $18.00 per set for mailing. No documents will be issued within 48 hours of the scheduled bid opening. The contract is subject to the Pennsylvania Prevailing Wage Act. Workers must be paid at least the prevailing minimum wages as set forth in the applicable schedule. All bidders must submit a bid bond equal to 10% of the bid, in the form of a certified check, bank cashier's check, or other negotiable instrument guaranteed by a commercial bank. The Borough reserves the right to accept or reject any form of bid bond that does not provide sufficient security. The Borough also reserves the right to reject any or all bids or any portion of any bid, waive informality or irregularity, and to negotiate upon receipt of bids. The Borough may increase or decrease any or all quantities. No bid will be accepted after the specified time. No bid may be withdrawn for 60 days once filed. The Borough reserves the right to reject any or all bids and to waive any informality in the bids received. GENERAL NOTES: For commercial swimming pools, sandblasting specifications require adherence to industry standards for surface preparation, safety, and proper abrasive selection before applying new coatings or plaster. Given that many newer and safer methods exist, such as dustless blasting and hydro blasting, traditional "sandblasting" with silica-based sand is strongly discouraged due to the health risks of crystalline silica dust. The following is a general specification for abrasive blasting a commercial pool. Description: This section specifies the requirements for abrasive blast cleaning of an existing commercial swimming pool shell to remove previous coatings, (including paint) deteriorated plaster, or other surface contaminants. The goal is to achieve a surface profile that promotes maximum adhesion for the new finish. B. Surface Preparation Standard: All work shall comply with the Society for Protective Coatings (SSPC) standards. The required finish is SSPC-SP 6, Commercial Blast Cleaning, which removes all visible oil, grease, dirt, mill scale, rust, and old paint, and concrete chipping as directed by Project representative or Structural Engineer who is monitoring the work. Up to 33% ofthe surface area may retain minor staining. A. POOL STRUCTURAL INTEGRITY INVESTIGATION (1 ) Removal of existing Pool Deck Tile (2) Basement Pool Ceiling sandblasting and cleaning (3) Basement Pool walls sandblasting and cleaning (4) Existing gutter system leak testing LOCATION OF THE WORK All work under this Contract will be performed at the existing Community Center Pool located at Memorial Fields 1 within the Borough of Wilmerding, Allegheny County, Pennsylvania. The Borough is located in east-central Allegheny County approximately fourteen miles east of the downtown area of the City of Pittsburgh Completion- (45) calendar days This phase of the project is demolition work and cleaning of all debris and is intended for investigation of pool condition only. o Contractor shall be aware that there is no water in the existing pool at this time. The pool has been drained. o Contractor must schedule working hours with the Pool Manager. o Contractor is responsible for ensuring a safe working environment in relation to the other operations within the building. o Contractor must seal the supply and return lines within the pool during construction and must clean all pool wall ports after construction to remove any dust and debris. BID ITEM 1 - POOL DECK TILE REMOVAL The contractor shall submit a price to remove all ceramic tile, and adhesive or grout on the deck of the pool in order for the Structural Engineer (by others) to properly inspect subfloor conditions. Item includes any other removal of tile as directed by Structural Engineer. Item also includes the cost of labor and material required to haul debris away and all general cleaning to remove any dust and debris from work area, including the interior of the pool if required. All areas determined to be faulty or in need of further investigation beyond the scope ofthis work shall be field identified and documented. BID ITEM 2 - BASEMENT POOL CEILING SANDBLASTING & CLEANING The contractor shall submit a price to remove all hanging debris, chip all loose plaster, seal off all interior doors to other rooms not involved with this work, and seal all air vents/pipe openings leading to other rooms. Contractor shall provide proper ventilation in work area during construction. Contractor shall sandblast and chip all ceiling area as delineated on plans and/or as directed by Structural Engineer (by others). Item also includes the cost of labor and material required to haul debris away and perform any general cleaning required to completely remove any construction dust and debris from work area. Contractor shall use caution while sandblasting around existing piping to ensure that the pipes and hangars are not damaged. If pipe and/or hangars are damaged during construction, contractor shall report deficiencies to project representative and shall make repairs immediately at no extra cost to owner. BID ITEM 3 - BASEMENT POOL CEILING ABRASIVE SANDBLASTING & CLEANING The contractor shall submit a price to remove all hanging debris, chip all loose plaster, seal off all interior doors to other rooms not involved with this work, and seal all air vents/pipe openings leading to other rooms. Contractor shall provide proper ventilation in work area during construction. Contractor shall sandblast and chip all ceiling area as delineated on plans and/or as directed by Structural Engineer (by others). Item also includes the cost of labor and material required to haul debris away and perform any general cleaning required to completely remove any construction dust and debris from work area. BID ITEM 5 - BASEMENT POOL WALLS ABRASIVE SANDBLASTING & CLEANING The contractor shall submit a price to remove all hanging debris, chip all loose plaster, seal off all interior doors to other rooms not involved with this work, and seal all air vents/pipe openings leading to other rooms. Contractor shall provide proper ventilation in work area during construction. Contractor shall sandblast walls of swimming pool tank as shown on plans and/or as directed by Structural Engineer (by others). Item also includes the cost of labor and material required to haul debris away, and perform any general cleaning required to completely remove any construction dust and debris from work area. Contractor shall use caution while sandblasting around existing piping to ensure that the pipes and hangars are not damaged. If pipe and/or hangars are damaged during construction, contractor shall report deficiencies to project representative and shall make repairs immediately at no extra cost to owner. BID ITEM 6 - POOL GUTTER LEAK TESTING The contractor shall submit a price to leak test the gutter system around entire perimeter of pool area. Item also includes the cost of labor and materials required to temporarily seal all existing inlet and outlet fittings within pool wall during leak testing. Testing must be done with Project Representative on site, and contractor shall document all test results in accordance with specifications hereby attached, the contractor and the Project representative shall sign and date all test documents. ALTERNATE BID SCOPE OF WORK :- ALT. BID ITEM 1 - POOL DECK TILE ADDITIONAL CHIPPING & CLEANING The contractor shall submit an alternate Bid Price for chipping and cleaning of sub-floor area not described within the Base Bid Item 1 or shown on plans. This item would be as directed by the Structural Engineer (by others) monitoring the project during Base Bid Item 1. Item also includes the cost of labor and material required to haul debris away and all general cleaning to remove any dust and debris from work area, including the interior of the pool if required. ALT. BID ITEM 2 - BASEMENT POOL CEILING ADDITIONAL CHIPPING & DEBRIS REMOVAL The contractor shall submit an alternate Bid Price for chipping and cleaning of all loose plaster, and/or further exposure of the steel ceiling beams not described within the Base Bid Item 2 or shown on plans. This item would be as directed by the Structural Engineer (by others) monitoring the project during Base Bid Item 2. Item also includes the cost of labor and material required to haul debris away and perform any general cleaning required to completely remove any construction dust and debris from work area. Contractor shall use caution while sandblasting around existing piping to ensure that the pipes and hangars are not damaged. If pipe and/or hangars are damaged during construction.
