Question Deadline 12/05/2025 at 12:00 PM ET The BWL reserves the right to reject any or all Proposals, waive irregularities or technicalities in any Proposal, and accept any Proposal in whole or in part, which in the opinion of the BWL, is in its best interest. The BWL does not limit the methods or factors to be used for evaluation. Based on this premise, the planning, design, construction and maintenance processes, must consider soil erosion and sedimentation control as part of routine operations subject to continuous review and evaluation. All Board of Water and Light staff will complete the statutory required training if responsible for one or more of the following: 1. Developing or approving SESC plans. 2. Developing or approving SESC procedures or guidelines for projects without formal SESC plans. 3. Advising contractors or in-house staff on alternative SESC measures not indicated on plans or procedures. The Michigan Department of Environmental Quality's "Guidebook of Best Management Practices for Michigan Watersheds" will be the effective specifications for the Board of Water and Light. All requirements of Part 91 and the administrative rules (Rules) promulgated under the authority of Part 91 are included in these procedures by reference.
