The Palmdale Water District (PWD) is soliciting proposals from qualified licensed contractors to provide as-needed well rehabilitation services for the PWD's production wells for a period of 6 months. Well rehabilitation is defined as restoring a well to its most efficient condition by various treatments or reconstruction methods. PWD has provided its Well Prioritization Plan as Well Historical Data (Attachment D). PWD owns 22 wells known as Wells, 2, 3, 4, 6, 7, 8, 10, 11, 14, 15, 16, 18, 19, 21, 22, 23, 25, 26, 29, 30, 32 and 33. All wells to be rehabilitated are located within the PWD district boundaries (Attachments E -F) with addresses (Attachment G). Specifications and additional information for Well Numbers 2 and 3 (Attachment H and I respectively) are included for reference. Well depths range from 134 feet to 1030 feet below ground surface. Well casing diameters vary from 8 to 16 inches. Well production ranges from 80 - 2,100 GPM. The scope of work includes mobilization, demobilization, and site clean up, removal and assessment of permanent pumping equipment, performing downhole video and Casing Inspection Thickness Measurement (CITM) surveys, removing accumulated sediment and debris from the well sump and oil from the water surface, mechanical and chemical cleaning of the well screens by brushing, initial development by swabbing and/or airlifting/pumping, final development by pumping and surging, aquifer pumping tests to confirm effectiveness of work performed, well disinfection, and repair and/or reinstallation of the permanent pumping equipment. The contractor shall furnish all labor, equipment, materials, supplies, transportation, and all other items necessary for rehabilitation, redevelopment, and testing of wells 2 and 3 according to the details within the solicitation. PWD, originally established as The Palmdale Irrigation District in 1918, was formed under Division 11 of the California Water Code to deliver irrigation water to approximately 4,500 acres of agricultural land within its boundaries. Under this authority, PWD's core functions remain: to acquire, control, conserve, store, and distribute water for the beneficial use of its residents and water users. Today, PWD is an independent special district governed by a publicly elected five-member Board of Directors, each representing a division within the service area. PWD is located in northern Los Angeles County, within the Antelope Valley, and provides potable water to approximately 126,800 residents across the City of Palmdale and surrounding communities. PWD maintains roughly 27,100 active service connections and receives water from three primary sources: Groundwater, disinfected and pumped directly into the distribution system; Littlerock Dam Reservoir (LRD); and The State Water Project (SWP). No telephone calls or emails will be accepted. Except as otherwise provided herein, no contact will be entertained by the Procurement, Contracts, and Materials Management staff outside of the formal Q&A period, and/or by anyone other than the Designated Point of Contact regarding this RFP. The Scope of Work is divided into ten tasks. This work will be contracted on a time and materials basis. The Contractor shall provide all necessary labor, materials, tools, equipment, and supervision to perform the work described. All work shall be scheduled with PWD Maintenance Department. The Contractor shall assign a responsible representative and an alternate to coordinate the project. Assigned representatives shall be proficient in communicating via email and phone and shall respond to PWD within 24 hours of contact. Any other changes in responsible representative must be approved, in advance, by PWD. PWD will have the right to reject other proposed changes in personnel and may consider any other changes in responsible personnel a breach of contract. The responsible contractor representative shall provide a schedule to the Maintenance Department for any work which will take more than one day to complete. Scheduled work shall be completed as promptly as possible. Time is of the essence for all work. Because time is of the essence, the contracted work must proceed uninterruptedly in a prudent and expedient manner until all the contracted work is complete. Rehab start-to finish must not exceed 180 days per well. Contractor Award Date: February 10, 2026 Contractor shall only provide newly purchased replacement parts (i.e. motors, pumps, pipes, etc.) and materials. Refurbished parts or parts that have been stored for long periods of time will not be accepted without prior authorization. Parts and materials unused by the contractor shall be removed and disposed by contractor. Parts and chemicals shall be ordered promptly, and every effort shall be given to minimize delay. Contractor shall submit a schedule to the Maintenance Department for any part(s) and/or material(s) with long lead times or back orders. Weekly updates shall be provided for any part(s) or material(s) which will take longer than one week to obtain. Any damage by contractor to PWD facilities, equipment, or vehicles shall be fixed in kind expediently and without delay at no cost to PWD. The Contractor shall always secure the well site and its equipment throughout the duration of work. As necessary, the Contractor will be responsible for discharging of treated water during the well cleaning, redevelopment, and testing. Discharges shall be to an appropriate drainage system identified by PWD, and in a manner that complies with NPDES permit requirements. The Contractor shall provide project management and administration throughout the course of any well rehabilitation. This will include, but not be limited, to day-to-day communication between PWD, PWD's authorized representative(s), regulatory bodies, and relevant agencies, attendance at pre-scheduled meetings, formal and informal status updates, and spontaneous correspondence. Scheduling of work shall be at the discretion of and conducted at the direction of PWD. Upon receipt of a notice to proceed, the Contractor shall commence work on a mutually agreed date to be no later than five (10) calendar days after said notice. It shall be the responsibility of the Contractor to develop, maintain and submit to PWD daily logs documenting well the well rehabilitation, development, and testing process. Logs shall be submitted at the end of each work week. Daily logs shall include documentation identifying on-site personnel, equipment, task descriptions, time logs, relevant data, and tallies of all material(s) and equipment utilized. The daily logs shall be delivered to PWD in the most convenient manner, either hand-delivered, faxed or by electronic copy via email, no later than Monday of the following week for work completed the prior week.
