Working plans call for the construction of a one-story above grade office development; one-story above grade retail development; one-story above grade recreation facility; one-story above grade multi-residential development; and one-story above grade parking garage.

The Allentown Parking Authority is seeking proposals from qualified firms or teams to lead the development of the 100 Block of N 7th Street in downtown Allentown, PA, as a major mixed-use redevelopment project. The qualified firm or team must have substantial experience in the successful design, approval, financing, construction, and operation of institutional, commercial, and/or mixed-use urban real estate. Proposals must be submitted in sealed envelopes (10 bound copies and one digital copy), clearly marked with "APA/RFP 100 Block N 7th St" and sent to The Allentown Parking Authority. Questions regarding the proposal must be submitted in writing. Any requests for additional information should be sent via email. All responses to questions will be sent out as an addendum to the email address provided by prospective bidders by February 6 , 2026 . The selected project will enhance the livability and economic development of the Downtown , furthering its revitalization as a vibrant residential , business , and recreational destination . There are approximately 52,000 residents within a 1-mile walking distance of the site which demonstrates a strong demand and presents an opportunity for another destination that can serve and benefit from this built-in customer and resident base. The site is located within 90 miles of New York City and 63 miles of Philadelphia. The 100 block of N 7 th Street is directly adjacent to the PPL Center, which attracts over 500,000 attendees a year and is also near other attractions such as and Da Vinci science center (485,000 yearly attendees) and Archer Music Hall which is operated by entertainment giant Live Nation (285,000 yearly projected attendees). With the current Center Square project underway, which includes redesigning the intersection at 7 th and Hamilton Streets to create a more pedestrian-friendly public plaza, this sites position on N 7 th Street offers a seamless pedestrian connection to these key destinations. Much of the site is owned and operated by the APA as a surface lot parking on the lot known as the North Lot. The APA owns over 63,000 sq ft. The North Lot holds 175 spaces and is used by residents and business owners who require surface parking for themselves and employees. There is also a portion that is used for event parking such as Phantoms (a minor league hockey team of the Philadelphia Flyers) games or concert nights. As a Development Requirement (described below), the APA must be the sole operator of all parking on the site, but this should not limit much of the potential development options.
