The City of Allentown is soliciting bids/proposals for the 2026 CDBG ADA Pedestrian Ramp Program. The scope of work is to secure a contractor to construct or reconstruct ADA ramps in accordance with the Americans with Disabilities Act and to remove and dispose of sidewalk and/or concrete curb located within the City limits, along with incidental work as may be authorized and required by the Contract Administrator. ADA ramps will be constructed primarily in residential areas and areas that are safe walking routes to schools. The locations of these ramps are included in Attachment No. 2 - List of Streets for ADA Ramp Construction. Submittal Instructions: Vendors must submit proposals online via PennBid only. Submissions shall be opened electronically and publicly posted on PennBid's website. Vendors must submit complete applications through PennBid, including a scanned copy of the Bid Bond and completed proposal pages. Other required forms must also be uploaded to PennBid. Proposals may be withdrawn, altered, or modified within PennBid at any time prior to the due date and time. Questions regarding this project must be submitted via the "Ask a Question" feature in PennBid. No faxed or emailed proposals will be accepted. Responses received after the prevailing date and time will be rejected as non-responsive. The Contractor shall furnish all tools, labor and materials of every nature necessary and required to perform the above mentioned work in a perfect and thoroughly workmanlike manner agreeable to these specifications, the ordinances of the City, the Standard Details and Specifications of the City of Allentown (see Attachment No. 1) and the Pennsylvania Department of Transportation Publication 408 and 72M (latest revision, all supplements and addenda) regulating the materials and construction of curbing, sidewalk and street paving and to the entire satisfaction of the Contract Administrator. The ADA ramps, however, shall be constructed as per the Standard Details and Specifications of the City of Allentown (Attachment No. 1) and shall include inset tiles of the size and make and manufacturer as specified on the detail sheets. Tiles should be 4X2 ellow Detachable. A submittal should be done for approval prior to the use of such tile. 3.2 The City may direct the Contractor to install ramps off of the list in Attachment No. 2 when deemed necessary by the Contract Administrator. Also, not all ramps will be done on the list in Attachment No. 2. 3.3 The Contractor will be required to provide sufficient labor so that the time schedule referred to in Section 15 of these specifications can be maintained. If additional manpower is needed, the Contractor shall make the necessary adjustments in his work force without additional compensation. 3.4 The Contractor shall construct the ADA curb ramps in accordance with the Standard Details and Specifications of the City of Allentown (Attachment No. 1). The ADA curb ramps shall include the detectable warning truncated domes as indicated in the drawings. 3.5 The Contractor is advised that the majority of the work will be taking place at street corners, however, the contractor will be responsible to pay the Allentown Parking Authority for the loss of revenue associated with the "down time" of parking meters in accordance with the Parking Authority's definition of "down time" and the associated Parking Authority fees for this time if the Contractor obstructs or works in front of parking meters. In general, it is not anticipated that the Contractor's work for the ADA ramps will extend beyond a maximum of 20 feet from the intersection, and in those instances, it will only be for steeply sloped streets where the ADA approach ramp must be extended to the maximum required distance of 15 feet beyond the ADA ramp landing. The Contractor is encouraged to review the project work areas and evaluate the extent of their involvement where the meter interference will occur and determine from the Authority the anticipated fees associated with the work. These fees to be paid by the Contractor shall be incidental to the unit price for sidewalk installation. No additional payment will be made for the related Parking Authority expenses. 3.6 The Contractor shall comply with the most recent edition of PennDOT Publication 213 for traffic control during construction. All traffic control shall be incidental to the related unit price items. All traffic control shall be placed and maintained at all times to protect pedestrian and roadway traffic. No open holes shall be left open when the worksite is not attended by the Contractor. All areas must be secured and safe each evening and weekends before leaving the site. 3.7 Contractor shall maintain access to residences and businesses at all times. If temporary wooden ramps or crossings are needed to maintain access, these shall be constructed and provided by the Contractor at no additional cost to the contract. 3.8 Contractor shall be responsible for the replacement of any parking or traffic control signage removed as part of the project. The City will supply any poles, signs and hardware needed to the contractor but it will be the contractor's responsibility to erect those signs as part of the until price cost with no additional cost to the City.
