Sealed bids are requested for construction work on the Olivet Boys & Girls Club - The Blue Door is Always Open project at 325 Walnut Street and 722 Mulberry Street in Reading, Pennsylvania. The work involves rehabilitation and modernization of two youth-serving community facilities. The scope of work includes structural improvements, roofing, HVAC installation, accessibility enhancements, interior renovations, and security system upgrades. The project is funded by a Redevelopment Assistance Capital Program (RACP) grant from the Commonwealth of Pennsylvania and a Community Project Funding (CPF) grant from the U.S. Department of Housing and Urban Development (HUD). Federal labor standards (including Davis-Bacon wage rates), prevailing wage requirements, equal employment opportunity standards, Section 3 compliance for local hiring, and debarment/suspension checks apply. Federal Requirements This project is subject to all applicable federal laws and regulations, including, but not limited to: o Federal Labor Standards: Davis-Bacon and Related Acts (DBRA) wage rates apply. No less than the minimum salaries and wages as specified in the contract documents must be paid. o Prevailing Wage Requirement: All laborers and mechanics employed directly upon the site of the work must be paid wages (including fringe benefits) at rates not less than those contained in the wage determination issued by the U.S.Department of Labor (DOL) and included in the contract documents.
