The City of Portsmouth is seeking to develop a roster of experienced contractors for the following type of work: to provide on-call engineering services for roadway, stormwater, water and wastewater projects. From time-to-time, the City has need for engineering services in a variety of disciples including civil, water and wastewater engineering. The City is looking to develop an on-call roster of engineering firms to provide design work or construction oversight on smaller projects, to supplement and compliment the work of in-house engineering staff, and to assistance when time is of the essence. Question Submission Deadline: November 25, 2025, 4:30pm Question Response Deadline: December 4, 2025, 4:30pm The City will use the evaluation criteria to consider each contractor's submittal and develop a limited roster for on-call services. It is the City's expectation that it will create a roster of only the highest ranked contractors for these on-call services. Contractors not selected are still encouraged to participate in solicitations for other project work. Purpose and Scope The City is soliciting Statements of Qualifications from professional engineering firms to identify qualified firms with demonstrated expertise in one or more of the following service categories. Firms may be selected for one or multiple categories based on qualifications and experience. The resulting roster will be used to solicit and contract for work on an as-needed basis, typically for projects that are limited in scope, budget, or time sensitive. The City anticipates that this roster will be actively used for a minimum of three years. Placement (or not) on the roster is not a determination relative to any other project work for which the City may issue a solicitation. Firms that are not selected to be on the roster are welcome to participate in future solicitations. Categories of Engineering Services Civil Engineering Site design and grading Utility layout and coordination Permitting and regulatory compliance Construction administration and inspection Stormwater Management Drainage system design and modeling Green infrastructure and low-impact development (LID) Flood mitigation and resilience planning MS4 compliance and reporting Highway and Roadway Engineering Roadway design and rehabilitation Pavement analysis and design Traffic engineering and signalization ADA compliance and pedestrian infrastructure Public Water Supply and Distribution Water system modeling and master planning Distribution system design and upgrades Pump station design Regulatory and public health compliance Funding and regulatory administration support Wastewater Collection and Treatment Sewer system evaluation and design Inflow and infiltration studies Treatment facility upgrades and process design Pump station upgrades and process design Regulatory permitting and reporting Representative Projects/Types of Work The City anticipates the need for engineering services for the following projects: Complete street (water, sewer, stormwater, roadway) engineering design services portions of the Creek neighborhood. Site civil work for Lafayette Park maintenance and improvements Route 1 water main replacement Various construction administration/project representative tasks General Requirements Qualified firms must demonstrate: Experience with municipal infrastructure projects Familiarity with applicable local, state, and federal regulations Capacity to respond promptly to on-call assignments Ability to work collaboratively with City staff Evaluation, Execution of Standards Terms and Conditions, Placement on the Roster Firms will be evaluated based on the Evaluation Criteria described in this solicitation. The highest- ranked firms for each of the five categories of engineering services will be placed on the City's on-call roster. Firms invited to be on the on-call roster must execute the form of master services agreement attached to this solicitation which contains standard terms and conditions. When the parties agree to a scope of work, schedule and fee for a particular task or project, those details will be captured in the form of a work order.
