The Dormitory Authority of the State of New York (DASNY) is seeking proposals to provide statewide Environmental Consulting Services . The objective of this procurement is to establish term contracts with consultants to provide required services for multiple assignments, with a wide range of clients and facilities, for projects that vary in size, scope, and complexity. The Professional will serve as an owner's representative on behalf of DASNY's Office of Code Compliance as well as a technical advisor providing support to DASNY and the client. Services shall include hazardous materials inspections/assessments for asbestos, lead, mold, liquid PCBs, non-liquid PCB materials (e.g. caulk), radon, other potential hazardous materials/substances, as well as hazardous and universal wastes, along with appropriate bulk sampling and laboratory analyses. Other services may include investigation, survey work, environmental sampling, laboratory services, waste tracking, environmental permitting, hazardous materials management (including contaminated soils), stormwater design, pollution, pollution prevention plan (SWPPP development and inspection), remedial investigation and design, environmental studies and reports, training plans and execution of environmental and safety training, feasibility studies and reports, environmental compliance audits, outdoor and indoor air quality investigations and reports, landfill investigation and closure design, health and safety design plan (HASP) development and implementation, scheduling and construction administration services and LEED facility evaluation, planning and certification assistance. Construction administration shall include submittal reviews and fulltime oversight during abatement/remedial activities and adequately trained and qualified personnel and shall also include on-site verification and signature on behalf of Owner/DASNY, for each waste shipment, record, manifest, or bill of lading required for all project generated hazardous waste, asbestos waste, and other regulated wastes removed from each project site. This includes review and approval of all other supporting documents as necessary (e.g. waste profile, LDR form, etc.). The services provided may include, but are not limited to, one or more of the following services: full remedial investigation, design and operation, review of available data and previous reports, preparation of work plans that could include remedial action plans including site investigation activities, site specific quality assurance/quality control plans, site specific Standard Operating Procedures (SOP), health and safety monitoring, and consulting. All services provided by the Professional shall be in full compliance with all Federal, State, and local laws, rules, regulations and the policies and procedures of the Owner. It shall be the Professional's responsibility to obtain any approval, variance or waiver from any regulatory agency necessary to conduct the appropriate project. It shall also be the Professional's responsibility to provide capably trained person(s) for the monitoring of abatement services; "capably trained" is generally regarded as having a minimum of two years field experience, as well as required certifications and/or licenses. DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this EOI, and consistent with New York State Executive Law 15-A and Article 3 of the New York State Veteran Services Law, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Minority Owned:5% Women Owned:5% Service Disabled Veteran Owned:3% Contract Terms : Four years with possibility of automatic two year extension. The method of Contractor Selection has not been Determined at this time. Request for Proposal for design services is underway.
