Sealed bids are requested for a contract for Hazardous Materials Work, specifically Asbestos Abatement at various Albany OGS Locations in Albany (Albany County), NY. Bids must be prepared and submitted according to provided instructions and must include bid security in the specified amount. Successful bidders will need to furnish both Performance Bond and Labor and Material Bond, each for 100% of the contract amount. The estimated contract value is between $7,000,000 and $8,000,000. No pre-bid site visits are scheduled, and bidders are not permitted to visit the project site or facilities. There are established goals for Minority and Women-Owned Business Enterprise (MWBE) participation (overall 30%, with 15% for MBE and 15% for WBE), and Service-Disabled Veteran-Owned Businesses (SDVOB) participation (3% for the B trade contractor). The substantial completion date for this project is 1095 days after the agreement is approved. The Office of General Services reserves the right to reject any or all bids. Bidders are required to comply with all relevant state finance and public building laws, and adhere to communication restrictions as specified. The New York State Capitol Building. 2. The Alfred E. Smith Building. 3. The Sheridan Avenue Steam Plants. 4. The Ten Eyck Building. 5. The River Front Pumping Stations. 6. The Buildings of the State Office Building Campus. 7. The Buildings of the Empire State Plaza. 8. The Buildings of the Executive Mansion. 9. All utility structures and interconnecting tunnels servicing the facilities affected by the Work of this Contract Drawings and specifications for each Work Order may be provided to the Contractor when the Work Order is issued. The work may include but not be limited to any of the following items, or other related work as indicated in the Work Order, or as directed. 1. Provide on-site and/or off-site remediation and disposal of Asbestos Containing Materials (ACMs), Polychlorinated biphenyls (PCBs) and Lead-based paint materials, including but not specifically limited to, the following types of abatement Work: a. Providing insulation on up to 16-inch piping, including valves, fittings, elbows, unions, and drip stations. b. Providing insulation on ductwork, boilers, air handlers, breechings, heat exchangers, expansion tanks and condensing units. c. Providing sprayed-on insulation or fireproofing. d. Removal and disposal of vinyl asbestos floor tile and mastic. e. Removal and disposal of asbestos spray applied fireproofing from office spaces, mechanical and electrical rooms. f. Encapsulation of ACM. g. Removal of freestanding ACM debris h. Remove and dispose of Lead based paint form surfacing material, steel structure and pipes. i. Remove and dispose of PCB containing caulk-sealant. 2. Removal, disposal and replacement of firestopping affected by the abatement work. 3. Insulation of areas with batt insulation. 4. Insulation of piping affected by the abatement work. 5. Insulation of ductwork, boilers, air handlers, breechings, expansion tanks and condensing units affected by the abatement work. 6. Applying sprayed-on insulation or fireproofing on areas affected by the abatement work. 7. Do not replace vinyl asbestos floor tile or mastic under the Work of this Contract
