Sealed bids are invited for Job Order Contracts for specified trades and regions. Each bid must identify the bidder and the region/trade on the outside of the envelope, and be clearly marked "BID ENCLOSED" and "ATTENTION: CONSTRUCTION CONTRACTS UNIT. – MOLLY SAAR" if placed inside another delivery jacket. Bids must be in the hands of the specified office by the stated deadline to be considered. Contract(s) to be bid by region and trade with estimated annual contract volumes include: Asbestos & HAZMAT Abatement, General Construction, Electrical, and Plumbing in Regions 1, 2, and 3. Estimated annual contract volumes range from $500,000 to $1,500,000, depending on the trade and region, with three one-year option periods available in addition to the base one-year term. DASNY reserves the right, at its sole discretion, to assign work to any contractor in any geographic area. Bidders for Regions 1 (New York City boroughs), 2 (Nassau and Suffolk counties), and 3 (Westchester, Rockland, and Putnam) are required, as a condition of contract award, to execute a Project Labor Agreement (PLA) and ensure all subcontractors at every tier agree to be bound by the PLA. PLA thresholds are $3,000,000 in New York City and $1,500,000 in Nassau, Suffolk, and Westchester counties, but PLA factors must be provided for all trade contracts in Regions 1, 2, and 3, regardless of contract amount, and the PLA may be required even for projects under these thresholds. Bidders with an active JOC term contract with 12 or more months remaining should carefully consider their ability to comply with all program requirements and performance expectations before bidding on another contract of the same trade or region.
