Foothills Regional Housing (FRH) is seeking technical proposals from environmental consulting firms to provide Environmental Assessment and Compliance Services. FRH desires to identify and select multiple environmental consulting firms that possess the technical skills, capabilities, and experience necessary to successfully complete environmental site assessments, remedial planning, and oversee implementation. A short-list of capable firms will be created, and they will be contacted for project-by project opportunities in FRH' portfolio until the short-list is renewed through a future RFQ process. Specific requirements for this work are contained in Scope of Services. It is anticipated that shortlisted firms will be able to perform most if not all of the tasks listed in Scope of Services. The Request for Qualifications is being solicited under a multi-step procurement procedure consisting of submittal and review of technical proposals followed by interviews. Proposals will be considered only from firms or individuals that are soundly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner. The selection committee may interview firms. After the interviews, the selection committee will determine which firms to place on the short-list and FRH and consultants will then negotiate the details of a final contract. Foothills Regional Housing may request additional information as deemed necessary. Failure to provide such information may result in the proposal being considered non-responsive. QUESTIONS & CLARIFICATION REQUESTS DUE December 1st, 2025 RESPONSES TO QUESTIONS - Questions to be posted as responses in Online December 5th , 2025 ANTICIPATED SELECTION OF PROPOSAL By January 5th, 2026 The Authority (Jefferson County Housing Authority d/b/a Foothills Regional Housing) reserves the right to reject any or all proposals, to waive any informalities in the RFQ process, or to terminate the RFQ process at any time if deemed by the Authority to be in its best interest. The Authority reserves the right not to award a contract pursuant to this RFQ. The Authority reserves the right to terminate a contract awarded pursuant to this RFQ, at any time for its convenience upon ten (10) days written notice to the successful proposer(s). The Authority reserves the right to determine the work schedule and locations that the successful proposer(s) shall provide the services described in this RFQ. The Authority reserves the right to retain all proposals submitted and not permit withdrawal for a period of sixty (60) days after the deadline for receiving proposals without the written consent of the Authority. The Authority reserves the right to negotiate the fees proposed by the proposer entity as described in section 5.5 of this RFQ. The Authority reserves the right to reject and not consider any proposal that does not meet the requirements of this RFQ, including, but not necessarily limited to, incomplete proposals and/or proposals offering alternate or non-requested services. The Authority shall have no obligation to compensate any proposer for any costs incurred in responding to this RFQ. The Authority shall reserve the right to, at any time during the RFQ or contract process, prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein.
