Curbside collection, transportation, and processing/disposal of municipal solid waste and recyclables for Conewago Township, Adams County, Pennsylvania. The contract period is from April 1, 2026, to March 31, 2029, with a one-year optional extension at no increase. The work to be performed under this Contract shall consist of all items contained in the bid forms, including the provision of all labor, equipment, materials, tools, insurance, supervision, and all other items necessary to provide the service as set forth in the specifications attached hereto (the "Work"). As part of the Scope of Work, the Collector shall provide a management plan and approach for satisfactory performance of the Contract. An organizational chart shall be included showing the roles and responsibilities of personnel involved in management of the Contract and their contact information. A description of the collection vehicles proposed to be used shall be included, in addition to a description of the Customer Service Center operations and proceduresfor resolving customer complaints. The Collector shall provide specific detail on the process utilized to update/inform personnel involved in the collection of the waste and recycling as to current customer locations. The Collector shall educate all employees involved in the management/servicing of the Contract as to the specific requirements of the Township. This information shall also be readily available to all customer service representatives and shall be posted to the Collector's website showing specific services available for customer sign-up. The Collector shall also provide a proposed mobilization schedule (public announcements, container distribution, and other key milestones) and overview of its public education and community outreach program starting from the date of Contract award. 2. COLLECTION - Specific requirements are contained herein as attachments (Bid Form). The Collector shall inform, in writing, all Municipal Officials and all customers, dwelling, or conducting business within the Township named herein of the options for service and prices provided for under the terms of the Contract during the entire term of the Contract. The Collector shall also make this information available on its website no later than 20 days following the notice of award to the Collector. 3. COVERED DEVICES - The Collectorshall work with the Township to jointly establish locations Bids are to be submitted via PennBid's online platform. A bid bond, with approved surety, equal to 10% of the Year 1 bid, must accompany all bids. A performance bond or other security, guaranteeing performance of the contract in the amount of 100% of the Year 1 bid, will be due within twenty days after the contract is awarded. Required submission documents include bidder information (first and last name, title, email, and phone), bid bond (PDF), required supporting documents (PDF), additional documents (optional), completed Bidder Acknowledgments (Excel), and completed Pricing Section (Excel). Bidders must use the provided response templates for the Excel documents. The Township reserves the right to waive any informalities, errors, or defects, reject all bids, or award the collection contract at a future meeting. Question Deadline 01/02/2026 Any explanation regarding the meaning or interpretation of specifications or other Contract Documents must be requested in writing on the website under the Clarifications tab at least seven (7) days prior to the submission deadline.
