For Services in Support of the Security Camera System and Controls Upgrade Project at the Wyoming Women's Center Located in Lusk, Wyoming. Project Description: This Project Will Include All Labor, Materials, Equipment, Programming, and Installation Services Necessary to Perform a Comprehensive Upgrade of the Facility's Control, Communications, Video, and Door Control Systems. No Substitutions Allowed. Question Deadline 12/30/2025 at 3:00 PM MT Questions to be submitted electronically. Only Proposals Submitted Through the Public Purchase Site and on State of Wyoming Forms Will Be Considered. It is the Proposer's Responsibility to Review, Through online for Answers to Questions, Addenda, or Bid Tabulations. Telephone Calls, Emails, or Faxes May Not Be Accepted. All personnel are required to complete a background check prior to being allowed into the facility. The background check paperwork is provided as attachments to this RFB. Project Managers: Donald Barnes, Donald.bamesfa)wyo.gov (307-334-3693 x 1980524) Bob Harty, bob.harty(a)wyo.gov (307-334-3693) The Wyoming Women's Center Camera System and Control Center Upgrade will include all labor, materials, equipment, programming, and installation services necessary to perform a comprehensive upgrade ofthe facility's control, communications, video, and door control systems. Work includes replacing all touchscreen control panels; installation of new operator workstations, touchscreens, and new monitoring displays across central control, east control, and maintenance. The contractor shall remove outdated intercom equipment and furnish a new facility-wide intercom system, including communication controllers, expanders, master stations, and replacement intercom stations at all required door locations. The public-address system shall be fully modernized with new network-based audio equipment, including network switches, speakers (combined indoor, pendant, strobe, and outdoor units), and all required software licenses for zone paging and integrated audio management Contractor shall replace all door control programmable logic controllers with new hardware on a to include CPU workstations, power supplies, backplanes, input modules, and output modules. Changes to existing door hardware or wiring will be determined. In addition, the contractor will perform a full upgrade ofthe video surveillance system, replacing the existing analog system with a new IP-based system consisting of cameras, network switches, mounting accessories, structured cabling improvements, and new recording/server equipment. All upgraded systems shall be fully integrated into the new central control software platform, tested for proper operation, and commissioned with complete functionality for door control, camera call-up, intercom communication, paging, alarm monitoring, event logging, and operator auditing. The contractor shall deliver a fully operational, maintainable, and unified control environment meeting the facility's security and operational requirements. At a high level, initial functionality will include o Status monitoring and control for all doors o Alarm management for all doors o Status and control ofthe intercoms o Status and localized callup control ofthe cameras o Alarm monitoring ofthe fence detection system o Control panel duress buttons o Unit-specific monitoring and control for all units New Upgraded Axis Server and Axis camera system monitoring (no substitutions) and callup control, and another direct interface with the New Upgraded system for intercoms. Major physical security information management (PSIM) vendors include Everbridge, Genetec, Hexagon, Honeywell, Fusion rnd Johnson Controls. Other notable vendors in the PSIM market are Axxonsoft, Advancis, Bosch, Vidsys, and Verint. These companies provide software that integrates various security systems to offer a unified view of a facility's security status
