The project consists of the construction of a new composite lined waste disposal area as part of a landfill cell expansion. The scope of work includes excavation, installation of a compacted clay liner, an HDPE plastic liner, a geotextile, and a leachate drainage layer with pumping system. Additional associated work such as access roads and stormwater management are also included. Bids must be submitted sealed, with Form No. 96 prescribed by the State Board of Accounts, and accompanied by a bid bond in the amount of five percent (5%) of the bid amount. Bids may be held up to ninety (90) days and will be awarded to the lowest responsive and responsible bidder, subject to funding approval. The Board of County Commissioners reserves the right to waive irregularities in the bidding and to reject any or all bids. The Work is located on the site of the Elkhart County Solid Waste Landfill, 59530 County Road 7 South, Elkhart, Indiana 46517. The Work to be performed under this Contract includes, but is not limited to, the construction of landfill Cell F1, F2 & PB7 as summarized below, and all other appurtenances and related Work required. Please note that the construction plans and specifications are setup for the project to be completed as (2) two separate phases F1 and F2/PB7. If constructed as a single phase, the work flow may differ and some items in F1 scope may not be required (ex. Perimeter berms, stormwater ditches, etc). B. The Work is generally as follows: 1. Installation of erosion and sedimentation controls. 2. Excavation of Cell F1 to subgrade elevations. 3. Prepare access to borrow areas. 4. Prepare borrow areas. 5. Grade/prepare areas of Cell F landfill liner system placement. 6. Excavating, hauling, and placement of soil structural fill, where necessary. 7. Excavating, hauling, and placement of recompacted soil liner. 8. Installation of textured geomembrane. 9. Installation of 16 oz cushion geotextile. 10. Installation of 12 inches of aggregate drainage layer (min. 1x10 -1 cm/sec permeability). 11. Installation of 30 inches of granular drainage/protective layer on sideslopes (min. 1x10 -2 cm/sec permeability). 12. Installation of a leachate collection and transmission system. 13. Excavate and construct access road and turnaround area. 14. Construct stormwater collection and transmission area. 15. Reclaim borrow areas. 16. Seed and mulch construction areas. 17. Excavate Cell F2 and PB7. 18. Excavating, hauling, and placement of soil structural fill, where necessary. 19. Excavating, hauling, and placement of recompacted soil liner. 20. Installation of textured geomembrane 21. Installation of 16 oz cushion geotextile. 22. Installation of 12 inches of aggregate drainage layer (min. 1x10 -1 cm/sec permeability). 23. Construct stormwater collection and transmission area. 26. Reclaim borrow areas. 27. Seed and mulch construction areas. 1.3 WORK BY OTHERS A. The project is located at an existing landfill. The Contractor shall closely coordinate construction activities with the Owner to minimize disruption to current landfill operation. B. Under no circumstances shall the Contractor be permitted to interrupt landfill activities or the ability of the landfill to accept waste. The contractor shall also notify Owner no less than 7 days in advance of construction activities to take place within the vicinity of landfill operations so that operations can plan or be aware of said activities.
