The City of Toledo encourages all bidders to achieve a 15% MBE/WBE participation on all construction contracts. The scope of work related to non-routine GCCS construction and maintenance will include those work items not covered under separate contract with the Division's Professional Services agreement with SCS that involve labor or a public improvement as noted in TMC 187.12. The GCCS operates 365/24/7 and as such requires timely response to conditions impacting its operation. Key to note for the contractor is that system problems which pose a risk of shutting down the gas control device (i.e., flare) for five (5) or more consecutive calendar days OR creating a negative environmental impact (i.e., solid waste or surface water programs) are considered time critical, emergency repairs. Time is of the essence when addressing S gas collection (wellfield) or gas control equipment (blowers, electrical, air compressor, control panel, etc.) problems that adversely impact the operation of the flare. Project Paperwork includes the following: Acknowledgment and Acceptance of Conditions Contract Specifications; Toledo Municipal Income Tax Compliance; Public Utilities Compliance; MBE Good Faith ; EEO Form; Primary and Subcontractor Forms and Debarment and Suspension Certificate; Best Bid Criteria. Other required forms include those noted in the Response Type Section and also noted in the Other Details Section: Signed Contract by Vendor CEO/President; Child Support Affidavit; Insurance Certificate listing the city of Toledo as an additional insurer; and Current Worker's Compensation Certificate. The following items will be required upon awarding the contract: Performance Bond and PLA, if applicable. The vendor will submit certified payrolls 2 weeks after start, then weekly thereafter. Pre-Con meeting required prior to work start.
