Respondents must have on their team an appropriately licensed Florida Contractor pursuant to Chapter 489 Florida Statutes to be considered responsible Respondents and eligible to be awarded a contract. Respondents must also have on their Design Build Team either (1) a Florida licensed qualifying agent to provide architectural or landscape architectural services pursuant to Section 481.219 of the Florida Statutes or (2) be qualified and registered in the State of Florida to provide engineering services pursuant to Section 471.023 of the Florida Statutes. Question Deadline 02/02/2026 at 5:00 PM ET All questions about the meaning/intent of the Solicitation must be received in writing to William Resto at william.resto@Orlando.gov in the Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an A- rating in accordance with the most current A.M. Best Company financial strength ratings. No award of a contract or subcontract can be made at any tier to any party which is debarred or suspended or otherwise excluded from or ineligible for participation pursuant to federal or state requirements. The City of Orlando has adopted a Veterans Business Enterprise Preference. Consultants are encouraged to utilize VBE firms as sub-consultants in responding to this Request for Qualification Statements. Such utilization will be given favorable selection consideration. As part of any resulting contract, Consultants will be required to certify that employees and applicants for employment are not discriminated against because of race, color, creed, religion, sex, sexual orientation, gender identity, national origin, age, marital status or disability. Living Wage Respondent is required to pay its workers, as well as its subcontractors providing services pursuant to a Contract Agreement with the City, a living wage for the time spent providing services to the City. (This provision does not include general administrative personnel unless they are assigned to a City project.) Living wage means compensation for employment of not less than $15.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve City expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For Contract Agreements with an estimated value of at least $100,000, the Respondent will be required to comply with the City of Orlandos Responsible Contractors Policy, which requires that Respondent pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage). A person or affiliate, as defined in 287.133, Florida Statutes, who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposal, or replies on leases of real property to a public entity; may not be awarded or perform work as a Design-Builder, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in 287.017, Florida Statutes, for CATEGORY TWO for a period of thirty-six (36) months following the date of being placed on the convicted vendor list. The City of Orlando reserves the right to waive any informalities, to reject any or all Proposals, or to re-advertise.
