The project consists of the construction of a new plaza and pocket park between two existing buildings. The work includes three terraced seating sections bordered by concrete curbs, a three-sided wooden stage structure, a concrete stage with foundations, and a temporary presentation platform (add alternate bid items). Additional elements include ADA sidewalks, one handicap parking space, electrical conduit installation, new tree plantings, planters, and site drainage components. The new concrete plaza space will be at sidewalk level, supported by concrete retaining walls on three sides and bordered by concrete stairs leading to a lower park space. Interested bidders must obtain their own set of documents from The EADS Group, Inc. to be eligible to bid the project. Contractors must conform to the contract documents prepared by The EADS Group, Inc., which must be purchased to be registered for notices and addenda. Proposals must be accompanied by a bid bond, cashier's check, or certified check in the amount of 10% of the base bid. Performance and payment bonds and a certificate of insurance are required of the selected contractor. The successful bidder must comply with Pennsylvania State Prevailing Wage Rates and Equal Employment requirements of Executive Order 11246. The obligations imposed on the owner by the funding agencies will apply to the successful bidder. The owner reserves the right to reject any or all bids and to waive minor informalities.
