Demolition, site work and asbestos abatement for a residential development in Temple, Texas. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.
The intent of this Invitation to Bid (ITB) is to establish an Asbestos Abatement and Demolition of Structure Contract for the asbestos abatement, demolition, and grubbing of structures located at 4331 Tower Road. The work shall be completed within 30 calendar days of the Notice to Proceed. SCOPE OF WORK a. The awarded contractor shall notify the City's project manager before the start of the demolition to verify the proper scope of work for each property. b. The City will coordinate the disconnection of electric, water and natural gas utilities prior to the start of demolition. It will be the responsibility of the awarded contractor to verify that all utilities have been disconnected prior to the start of the demolition. c. All water and wastewater lines shall be removed to within 10 feet of the property line and are to be capped and flagged by the awarded contractor. d. The awarded contractor shall provide any water and electricity needed for the asbestos abatement activities. e. The asbestos-containing materials must be removed and properly disposed of by a licensed asbestos abatement contractor prior to commencement of the general demolition work. f. Specifications for the demolition activities of each property location, including an aerial map and photographs, are provided in Attachment 6.1. and Attachment 6.2. g. The Building Inspection Report for Asbestos-Containing Materials (ACBM) report for the property location, provided as a separate attachment, details the following results of asbestos testing: o 4331 Tower Road: Cement asbestos located on main structure and old barn, approximately 1,000 square feet of roof mastic on mobile home, and lab tabletop on the old barnAs reflected in the Asbestos Abatement Scope of Work, provided as a separate attachment, onsite air monitoring during the abatement process is required and will be provided by Austin Environmental, Inc. The air monitoring services will be funded by the City for a maximum of 4 days. i. Clearing, Mulching, and Grubbing Specifications: o The awarded contractor shall remove and hydro-axe (mulch) all trees and shrubs up to 6" diameter. Trees over 6" diameter shall be grubbed, mulched onsite, and redistributed over disturbed areas. o Specific tree species designated for preservation will be clearly marked in the field, and the awarded contractor shall avoid removal or disturbance of all marked trees. o All onsite mulch shall meet the following size specifications: i. 85% of mulch shall not exceed 2" wide x 2" thick x 6" long ii. 15% of mulch shall not exceed 3" wide x 3" thick x 10" long o Stumps greater than 6" shall be ground a minimum of 2" below grade. o Stumps 6" and under shall be ground up to 1" below grade, then covered. o The awarded contractor shall ensure the finished surface is smooth, free of large debris, and uniform enough for standard mowing equipment. j. Removal of Septic Tank Specifications: o The awarded contractor shall comply with TCEQ and Bell County Public Health District requirements for the removal or abandonment of a septic tank (released as a separate attachment) o Pump and remove all contents of the tank o Remove or properly abandon the septic tank and all associated components o Backfill, compact, and grade the site to match surrounding area
