Description

Demolition, site work, paving and renovation of a mixed-use development in Lebanon, Pennsylvania. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; road / highway; for the demolition of a multi-residential development; multi-residential development; and for the renovation of a retail development.

The scope of work includes multi-year, non-site-specific activities within the 100-year floodplain and/or wetlands for the City of Lebanon under the Community Development Block Grant (CDBG) Program. The activities are: repaving of existing roads (including overlay or complete removal and replacement of the roadbed), repaving sidewalks, installing ADA curb cuts at intersections, and potentially using alternative materials for ADA compliance or aesthetic purposes such as decorative brickwork or stamped concrete. It also includes emergency health and safety improvements to owner-occupied housing units (such as replacement of windows, doors, flooring, roof, gutters; improvements to HVAC, electrical, plumbing, bathrooms, kitchen, ADA accessibility, interior walls, and related emergency work) but not expanding building capacity. Additionally, the acquisition and/or demolition of blighted, vacant, or unsafe structures throughout the city is included to address health and safety hazards and conditions of blight, supporting redevelopment consistent with city planning goals. Eligible properties include residential or small non-residential structures that are structurally unsound, condemned, tax-delinquent, or unsuitable for rehabilitation.
