Bids for the construction of the Snitz Creek Park Improvements shall be submitted electronically via the PennBid Program. No paper bids will be accepted. The award will be considered to the lowest qualified and responsible bidder, subject to concurrence by the Pennsylvania Department of Conservation and Natural Resources. Copies of the Contract Documents are available at no cost at www.PennBid.net. All questions regarding the Contract Documents must be submitted through the Ask a Question feature in PennBid. Each bid must be accompanied by bid security in the amount of ten percent (10%) of the total bid, in the form of a certified check or bid bond payable to Cornwall Borough, and uploaded with the electronic submission. The successful bidder shall deliver the original bid security to the Borough within forty-eight (48) hours of bid opening. A Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract price, will be required. This project is subject to the Pennsylvania Prevailing Wage Act. The successful bidder must comply with all applicable federal and state nondiscrimination laws, including the Pennsylvania Human Relations Act. Cornwall Borough reserves the right to reject any or all bids or to waive any informalities. PADOT prequalification of bidders as specified in Publication 408 Section 102.01 is not required for this project. Bidders must comply with all State anti-kickback regulations pertaining to work associated with this project. All bids shall remain irrevocable for sixty (60) days from the bid opening, unless the award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty (120) days in compliance with Act 317 of 1978.
