Initiating Organization: Engineering District 9-0 Agreement Type: Open End Open End Sub-Type: Non Project Specific 100% State Funded: No Services Requested: Design and Misc Services The Department of Transportation will retain a consultant firm for a project specific Open-end agreement for the services indicated below: The purpose of the project is to replace the bridge (BMS# 07 4013 0011 0583) carrying SR 4013 (Eighth Street) over the railroad and 8th, 9th and 10th Avenues in the City of Altoona, Blair County. The scope of work will require an alternatives analysis/alignment study and evaluation of the adjacent intersections to identify any specific safety improvements. Environmental Studies: The preparation of the appropriate level of CEE. The project team will be responsible for all investigations and public involvement required to obtain the necessary National Environmental Policy Act (NEPA) approval. Preliminary Engineering Services: To include, but not limited to: Field Surveys; Alternatives Analysis/Alignment Studies, Line, Grade & Typical Section; Hydrologic and Hydraulic Study; Waterway Permits; Preliminary/Final Type, Size, and Location Study; Preliminary Geotechnical Engineering Report; Preliminary Right-of-Way Activities; Utility Investigation; Grade Crossing; Preliminary Drainage Design; Final Erosion and Sedimentation Control Plan/ NPDES Permit; Safety Review/ Audit; Preliminary Traffic Control Plan; Preliminary Pavement Design; Design Field View; Public Involvement; Structure Borings; Roadway Borings; Preliminary Constructability Meeting; Project Scheduling; and Project Management and Coordination. Final Design: To include, but not be limited to: Supplemental Surveys; Final Type, Size, and Location Report; Final Geotechnical Report; Cross Sections; Final Right-of-Way Plan; Final Traffic Control Plan; Traffic Signals: Utility Engineering; Subsurface Utility Investigation, Railroad Activities; Foundation Design; Final Structure Design: Final Roadway Design; Preliminary and Final Plan Checks; CPM/ Constructability Review; Plans, Specifications, and Estimate Submission; Project Scheduling; Public Involvement; Project Management and Coordination. Construction Services: Shop Drawing Review and Construction Consultation. This agreement will include all required engineering and design services required to complete this project. The work and services identified above are the general work activities that can be expected under this project specific open-end agreement. A specific scope of work will be developed for each individual work order developed under this agreement. The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below. The anticipated date of selection for this agreement is 02/11/2026, with a NTP on the first work order anticipated for 05/01/2026.
