The scope of work includes the SR 237/I-880 Express Lanes Extension. Deadline to Submit Questions: January 14, 2026, 4:00pm all communications with VTA regarding this RFP must be in writing (US mail/ email) to the Designated Point of Contact identified below Marjan Khanzadeh, Contracts Administrator Santa Clara Valley Transportation Authority 3331 North First Street, Building B San Jose, California 95134 Email: Marjan.khanzadeh@VTA.org The Services under this RFP are of interest to VTA to complete Project Initiation Document ("PID") phase for the SR237/I-880 Express Lane Extension Project ("Project"). The City of San Jose and the City of Milpitas are jointly referred to as the "Cities." The following discussion provides background on the Project. Assembly Bill 2032, signed by Governor Schwarzenegger in 2004, provides legislative authority for VTA, as part of a demonstration project, to conduct, administer and operate express lanes within Santa Clara County. In 2007, Assembly Bill 574 was passed, removing the "demonstration" category from the law and allowing VTA to implement a value pricing program permanently within any two corridors in the Santa Clara County HOV lane system. In 2011, Assembly Bill 1105 was passed, expanding the ability to develop high occupancy toll lanes into San Mateo County for high occupancy vehicle ("HOV") lanes that existed in that County as of January 1, 2011. In 2014, Assembly Bill 2090 was passed, removing the reference to level of service C or D, allowing for a requirement for all vehicles using HOT lanes to have an electronic transponder or other electronic device for enforcement purposes, and clarifying that toll revenues could be used for transportation corridor improvements with the affected corridor. These express lanes, a form of roadway pricing, facilitate use of available capacity in HOV lanes by allowing solo commuters to use, for a fee, the lanes that ordinarily would have been available for only carpoolers, transit, motorcycles, and vehicles with clean air stickers. In December 2008, the VTA Board of Directors approved the Silicon Valley Express Lanes ("SVEL") Program for implementation including the I-880/SR 237 Express Lanes Corridor. The overall goals of the SVEL Program are: o Provide congestion relief through more effective use of the existing transportation infrastructure; o Provide commuters with a new, reliable travel option; and o Provide a new funding source for transportation improvements including public transit. The SVEL Program includes the implementation of express lanes on SR 237/I-880 and US 101/SR 85 corridors. I-880 in Santa Clara County extends 10.41 miles from the I-880/I-280/SR 17 Separations in San Jose to the Santa Clara County/Alameda County line in Milpitas. I-880 is a vital north/south connector between Alameda County and Santa Clara County, critical to freight movement and daily commutes. It serves as highway access to the Port of Oakland as well as major freight distribution and warehouse facilities in the corridor. This Interstate is a major regional commute route for trips between San Jose and Oakland. The I-880 HOV Lanes Project (EA 04-298304), completed in 2013, added a High Occupancy Vehicle (HOV) lane in each direction from approximately PM 4.4 (Old Bayshore Highway) to PM 8.7 (I-880/SR 237 Interchange). See Appendices A, B, and C for the approved Project Report, the 2009 Initial Study/Environmental Assessment (IS/EA), and I-880 HOV Lanes Project plans.
