The scope of work includes the fabrication and delivery of large diameter butterfly valves for installation by others into a new potable water transmission main or mains that will extend from Chicago, Illinois to Joliet, Illinois. Bids for these goods and special services will be received electronically in accordance with the specified instructions. Only vendors or material suppliers verified by the Owner to be able to provide the goods and special services will be considered eligible to receive the procurement bidding documents. Instructions for accessing and downloading these documents from a designated bid portal will be provided to eligible recipients. All official notifications, addenda, and other documents will be available only through this designated portal. Eligible recipients will also be given instructions on how to submit questions regarding the procurement documents through the portal; questions will only be answered by addendum and must be submitted in writing by the specified deadline. For further requirements regarding bid submittal, qualifications, procedures, and contract award, reference should be made to Section 00 21 00P – Instructions to Bidders included in the procurement bidding documents. The contract is subject to requirements based on the source of funding, which includes a loan from the United States Environmental Protection Agency (EPA) and must comply with the Water Infrastructure Finance and Innovation Act (WIFIA) requirements..
