The work consists of construction of various segments of water main improvements including distribution piping and 24-inch transmission main. Bidders are required to self-register in the Euna Procurement (Bonfire) portal for the City of Joliet, accept all terms and conditions, and opt in to notifications. Bids must be submitted through Euna Procurement (Bonfire) by 10:00 AM local time on February 3, 2026. The project is subject to regulations and requirements including those from the Illinois Environmental Protection Agency (IEPA), the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5), the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the Illinois Works Jobs Program Act Apprenticeship Initiative, the Disadvantaged Business Enterprise policy per 40 CFR Part 33, the "Use of American Iron and Steel" requirements (Section 436 of H.R. 3547), the President's Executive Order No. 11246, and the requirements of the Water Infrastructure Finance and Innovation Act (WIFIA). Compliance with policies regarding the use of disadvantaged business enterprises is also required.
