Site work, paving and new construction of a mixed-use development in Somerset, Kentucky. Conceptual plans call for the construction of a 45,324-square-foot military facility; for site work for a military facility; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The Finance & Administration Cabinet, Division of Engineering and Contract Administration (DECA) is seeking design services for the Department of Military Affairs (DMA) to design a new National Guard Readiness Center in Somerset, KY. A specially designed National Guard Readiness Center built of permanent construction. The National Guard Readiness Center features the following integral components: Rigid Pavement for MEP, Backup/Emergency Generator, Enhanced ATFP, Cybersecurity Measures (HVAC, Energy Metering, Fire Alarm, Lighting Control), Flammable Materials Facility, and Controlled Waste Facility. Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards and all local, State, and Federal building codes, as per Public Law 42 U.S. Code 4154. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas, and site improvements. PROJECT: To construct a 45,324 SQFT National Guard Readiness Center that supports training, administrative, and logistical requirements for the KYARNG units assigned. These facilities will be built on State-owned Land. Facilities will be designed to have a minimum lifespan of 50 years, as per the DoD's Unified Facilities Code (UFC 1-200-02), which includes energy efficiency, building envelope, and integrated building systems performance, as outlined in the ASA (IE&E) Sustainable Design and Development Policy, updated in 2017. Disability access will be provided for individuals. DoD Minimum Antiterrorism for building standards and antiterrorism measures will be provided. The project scope involves constructing a modern Battalion Headquarters facility that will provide command and control, training, and sustainment for a critical Battalion in southeastern Kentucky, situated at a strategic location along the US's most heavily trafficked highway: Interstate 75. Additionally, the newly assigned infantry unit gains the ability to train for performing Large-Scale Combat Operations (LSCO) as the new site offers a 1- km perimeter around the property line to enable infantry training. Sustainable principles, including life cycle cost-effective practices, will be integrated into the design and development. Project constructionadheres to guidance detailed in the Army Sustainable Design and Development Policy and complies with applicable laws and executive orders. This project will be coordinated with the KYARNG antiterrorism plan. Risk and threat analyses will be performed by DA Pam 190-51 and TM5-853-1, respectively. Protective measures required by regulation and the minimum standards outlined in UFC 4-010-01 (Department of Defense Minimum Antiterrorism Standards for Buildings) are necessary.
