Sealed bids will be received from Contractors for the construction of Chiller Replacement at Alumni Hall, located in Gordon State College, Barnesville, Georgia. Bids must be physically on the table in the Bid Room in The Facilities Office by 2:00 P.M. at the time legally prevailing in Atlanta, Georgia on the specified date. A pre-bid conference will be held at the location shown in the attached map, with attendance being mandatory for any Contractor intending to bid on this project. Questions regarding the bidding documents should be submitted in writing to the designated contact by the deadline, with responses and any addenda posted by the specified date. Bids must be accompanied by a Bid Bond in an amount equal to not less than five percent of the Bid. Both a performance bond and a payment bond will be required, each in an amount equal to 100 percent of the Contract Sum prior to execution of contract. The contract, if awarded, will be on a lump sum basis. The Owner reserves the right to waive technicalities and informalities, reject all bids or any bid that is not responsive or that is over the budget. The contract is anticipated to be awarded to the responsive and responsible bidder who provides the lowest bid within the budget. Responsiveness will be judged based on several factors including: eligibility, history with public works contracts, financial stability as demonstrated by a Current Ratio of 1.0 or higher, a commitment to safety reflected by an Experience Modification Rate (EMR) averaging 1.2 or lower over the past three years, and evidence of successful completion of past public works projects. If all responsive and responsible bids are in excess of the budget, the Owner reserves the right to supplement the budget or negotiate with the lowest responsive and responsible bidder for project changes that bring the cost within the budget, as may be supplemented. The building's HVAC system chilled water shall remain in service throughout the entire construction period; unless otherwise noted either by permanent or temporary chiller usage. c. When work is required at the riser connections, the HVAC system may be disrupted when the building is unoccupied, the duration of the disruption to not exceed four hours; each occurrence. The project site is located in the center of the campus, with student traffic around all sides. Material shall not be stacked to hinder student traffic. No material shall be allowed in areas where work is not beiing performed.
