Sealed bids are invited for the construction of Russell Hall Chiller and Boiler Replacement at Gordon State College, Barnesville, Georgia. Bids must be submitted physically in the designated Bid Room by the stated deadline. Attendance at a pre-bid conference is mandatory for any contractor intending to bid. All questions must be submitted in writing by the specified deadline. Bids must include a Bid Bond equal to at least five percent of the bid, and both performance and payment bonds of 100 percent of the contract sum will be required. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder within budget. The owner reserves the right to waive technicalities, reject any or all bids, and negotiate with the lowest responsible bidder if bids exceed the budget. Bidder responsibility will be evaluated based on eligibility, past contract performance, financial capability, safety record, and ability to complete public works projects successfully within requirements. The purpose of the project is to replace the existing chiller and boiler in the Russell Hall Building with a new chiller, two new condensing boilers. D. Existing distribution pumps and corresponding starters/drives will be replaced with new pumps and variable frequency drives. E. Alter the existing BMS to support chilled and heating water system upgrades and new sequence of operations. F. The existing equipment, piping, and flues associated the existing systems shall be removed/modified as required to accommodate this scope of work. G. Perform electrical work in support of demolition of existing HVAC and installation of new HVAC systems. H. Protect existing floors, finishes and building during the HVAC upgrades. I. Make other improvements as noted on the Drawings.
