Site work and paving for a road / highway in Barnesville, Georgia. Completed plans call for site work for a road / highway; and for paving for a road / highway.

This is an invitation to submit a bid to Lamar County for the SR 7 @ Atlanta Street project as indicated herein. This project will be funded with 2025 LMIG and SPLOST funds. Construction includes work on SR 7 @ Atlanta Street. All work shall conform to the Georgia Department of Transportation's (GDOT) Standard Specifications Construction of Transportation Systems, Current Edition; GDOT's Supplemental Specifications Construction of Transportation Systems, Current Edition; and all applicable GDOT Standards and Details; and other contract requirements, specifications and general conditions. Bid Documents may be obtained at the County Office Location by appointment. Proposers are encouraged to request Bid Documents via email. Request for Bid Documents and any questions regarding the project or to schedule an appointment to pick-up plans at the County's office should be emailed simultaneously to daniel.chastain@exp.com, ritchie.swindell@exp.com, and stownsend@lamarcountyga.com. Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Question Deadline 01/26/2026 at 5:00 PM ET Responses will be posted to the FTP site as an Addendum. Additional addendums may be issued during the proposal period. All proposers are responsible to check the Engineer's FTP site for addendums. The Contractor shall provide a graphic construction schedule (bar chart) indicating various subdivisions of the work with a reasonable breakdown for each task to include the days in duration and the dates of commencing and finishing each task. 1) GEORGIA DOT SPECIFICATIONS: Unless otherwise specified, all work including methods of measurement and payment shall meet all requirements of the current Georgia DOT Standard Specifications for the Construction of Roads and Bridges including all applicable supplemental additions and revisions thereto which by reference are hereby made a part of this agreement. 2) EXISTING UTILITIES: It shall be the responsibility of the Contractor to coordinate the relocation of utilities with his/her schedule, if any are required. He/she shall also locate and protect all existing utilities during the work. The Contractor shall contact Georgia 811 at least 48 hours prior to work. The Contractor at no cost to the County shall repair any damages done during construction. 3) CONTRACT TIME: Time is of the essence and the Contractor shall diligently pursue the work to completion. Extraordinary delays beyond the control of the contractor may be considered for time extension. 4) LAYOUT OF WORK: The Contractor shall be responsible for setting his/her own grades and making sure that his/her construction fits existing field conditions. 5) TRAFFIC CONTROL AND CONSTRUCTION SIGNAGE: This item shall include all the costs associated with providing construction signage and traffic control in accordance with the MUTCD, and Georgia DOT requirements, as well as all other costs which are not covered by any of the other bid items. The Contractor shall take charge and be responsible for the work site from the date work begins until final acceptance by Lamar County. The Contractor shall coordinate all construction activity with Lamar County to assure that all precautions are taken in regards to public safety. Access to local residents must be provided at all times. Construction signs and traffic control devices shall be required in accordance with the Manual on Uniform Traffic Control Devices. The Contractor shall place pre-marking tape immediately after surface course is placed to delineate lanes on any new pavement that is twenty (20) feet wide or wider. 6) QUALITY CONTROL: All work shall be subject to inspection and testing by Lamar County (See Inspection and Testing of Materials in the General Condition). A paving plan shall be established and agreed upon by the contractor and the Lamar County prior to ANY paving operations. 7) DRIVEWAYS: The asphalt shall be tapered to tie into the edge of existing driveways and street paving. All driveways, where curb and gutter is not present, shall have a minimum of three feet paved beyond the outside edge of asphalt lane. 8) BITUMINOUS TACK COAT: A tack coat in accordance with the Georgia DOT Specifications shall be applied to the existing asphalt before resurfacing including vertical faces for asphalt shoulder widening and roadway patching. The application rate shall be 0.06 to 0.18 gallons per square yard (according to mix being placed). Tack utilized shall be type PG 64-22 or 67-22 as defined in Section 820 of the GDOT Standard Specifications. Emulsified tack will not be considered for use other than with surface treatment application. 9) EROSION & SEDIMENTATION CONTROL: The Contractor shall use Best Management Practices (BMP's) throughout construction for any areas disturbed Contractor. The work covered by this item shall be in accordance with Section 163 and 171 of the Georgia DOT Specifications except as noted in the special provisions. Payment for this item shall be incidental to other items and shall be included in those items. All disturbed areas shall be dressed and stabilized as required by these provisions and the Georgia DOT Worksite Erosion Control Manual. The recommended application rates for temporary grassing including mulch are fifteen pounds (15#) of grass seed per acre and one and one-half (1 1/2 ) tons of mulch per acre. The Contractor shall remove silt from temporary erosion control devices, as a minimum, when one half of the capacity, by height, depth, or volume has been reached.
