Paving and renovation of a mixed-use development in Liberal, Kansas. Conceptual plans call for the renovation of a one-story above grade retail development; one-story above grade multi-residential development; one-story above grade municipal facility; and one-story above grade office development.

The objective is to prepare a comprehensive Downtown Redevelopment Master Plan to create a vision for Downtown Liberal with a detailed strategic implementation program and prioritized actions. The purpose is to guide redevelopment, enhance the downtown retail market, increase business opportunities, improve pedestrian and bicycle accessibility and safety, and ensure consistency in development and design standards to create a distinct downtown identity. The Consultant will manage project activities, develop and implement a comprehensive public and stakeholder participation strategy (including multilingual outreach), perform market and data analysis, participate in vision and goal setting aligned with the "Launch Liberal 2035" plan, focus on placemaking, business and economic development, parking and mobility, and streetscape/infrastructure. Deliverables include: a Downtown Development Master Plan as an engaging document (PDF), executive summary, public involvement findings, data analysis summary (with traffic studies), findings from economic studies, redevelopment site reviews (with concept plans and catalyst sites), public realm and streetscape improvement proposals, summary of findings with graphics and unified vision, and an implementation plan with specific action items and timelines. Proposals should include a detailed work plan, relevant experience, examples of past work, engagement strategy, services available, references, leadership information, and disclosure of conflicts of interest. Consultants are encouraged to identify additional or alternative deliverables and provide interpretation of integral milestones in their proposal.
