The Sonoma County Community Development Commission invites responses for Housing Quality Standards (HQS) Inspection Services and NSPIRE inspections, when required by Federal regulation, for the Sonoma County Housing Authority’s Rental Assistance Programs. The selected contractor will be responsible for performing HQS inspections on residential rental dwelling units related to these programs. Services include biennial inspections for various voucher programs, annual inspections for Continuum of Care and HOME Tenant-Based Rental Assistance units, as well as initial inspections upon request. All inspections must comply with applicable HUD regulations and be conducted using HUD-prescribed forms. Inspectors must be trained or certified as required. Inspections must be completed within specified timelines, and results are to be electronically uploaded using SCHA's software system. Proposals should include a cover letter, project overview, qualifications, experience, methodology, and a detailed cost breakdown. All submission requirements and evaluation criteria must be met, and costs clearly identified. The Commission reserves the right to reject any or all proposals, waive informalities, or request additional information.
