The project involves the expansion of existing EMF Range facilities on Powder Smoke Ridge at Tobyhanna Army Depot. Work includes constructing an embankment using approximately 400,000 cubic yards of imported, compacted fill supported by a Mechanically Stabilized Earth (MSE) wall to achieve grades for a new radome pad and site features. A three-lobed elevated concrete pad of about 68,000 square feet will be built at an elevation of 2,135 feet above sea level, along with radome foundation and support walls. The radome radar enclosure, approximately 110 feet in diameter, will be erected using government-supplied materials. Additional work includes constructing two circular concrete expansion pads, two operational test pads, and a 20-by-30-foot range control building adjacent to the radome area, designed for classified material storage and equipped with workstations and a restroom. An approximate 4,480-square-foot addition to Building 54 will also be constructed. The scope includes building a paved access road connecting the new radome pad to the existing access road, a temporary gravel road for material delivery, and demolishing a metal test stand behind Building 54. A weather station will be installed on Powder Smoke Ridge for radar calibration. Utility work will connect the radome and control building to existing electrical and communications infrastructure, install a potable water line from Building 54, and construct sanitary holding tanks. Incidental work includes clearing and tree cutting, site lighting, paving, pavement striping, sidewalks, storm drainage, erosion control, topsoil and seeding, guide rail installation, fence replacement, and miscellaneous site demolition.
