Reference number: 20111406 Electronic tender submission accepted No This Notice is Intended for Any Interested Person in Participating in a Two-stage Bidding Process for the Design and Construction of the Third Link Project Between the Cities of Quebec and Levis, Quebec, Canada. As part of a two-stage bidding process (request for qualification and request for proposals) to select design and construction partners, the Ministere des Transports et de la Mobilite durable (MTMD) wishes to inform the market that it plans to launch a request for qualification in March 2026,which will last eight weeks.This notice does not require any response and is not a request for competitive bids. Project background The third link between the cities of Quebec and Levis is a government project aimed primarily at strengthening commercial and economic ties in eastern Quebec through the implementation of an additional road link for the transport of goods and merchandise. Based on the principles of sustainable mobility, the project has five focus areas: economic development, commercial security, merchandise transport, regional road traffic fluidity, and public transit. This large-scale, socio-economic project will play a key role in the development of the entire region for future generations. The selected corridor will connect the autoroute Felix-Leclerc (A-40), either via the autoroute Robert-Bourassa (A-740) or via boulevard Pierre-Bertrand (R-358), on the Quebec side, to the autoroute Jean-Lesage (A-20) along chemin des Iles on the Levis side. MTMD's selection process will identify partners to be responsible for the project's design and construction. At the end of this process, an alliance partnership contract will be signed. This will comprise two parts: the development phase (Part 1) and the final design phase of the project and execution of the work (Part 2). During the development phase, MTMD and the selected design and construction partners will collaborate on design activities. They will also determine the key parameters for the project's execution. Subsequently, subject to government approval and agreement among the parties on the key parameters for the project's execution, the same design and construction partners will carry out the final design and execution of the work. This second phase will proceed with the same obligations for collaboration among the parties. The project is subject to the Directive sur la gestion des projets majeurs d'infrastructure publique, [directive on the management of major public infrastructure projects] which determines and regulates the measures required to ensure the rigorous management of large-scale projects. This project is included in the 2025-2035 Quebec Infrastructure Plan (Gouvernement du Quebec, 2025) and is currently in the "planning" stage. It is also subject to the environmental impact assessment and review procedure provided for in the Environment Quality Act.
