The City of Bakersfield is requesting bids from experienced and reputable contractors for providing a Contract for Construction of HUD-funded Curb, Gutter & Sidewalk/Oriole Area. Award, if any, resulting from this Invitation to Bid shall be for a one (1) year period. Work shall be assigned by the Streets Division and shall be in both commercial and residential areas of the City. The work shall be performed under the direction of, and to the satisfaction of the City of Bakersfield Public Works Department Streets Division. Contractor shall perform work in such a manner to avoid disruption of the normal vehicular and pedestrian traffic. Contractor shall exercise all safety precautions and keep himself and his employees informed of all restrictions and regulations applicable to the work. The City of Bakersfield and its employees shall be held free of liability from any claims, suits or civil actions arising directly, or indirectly, arising from Contractor's operations or failure on the part of the Contractor to abide by the terms and conditions of this Invitation to Bid. The work includes small repair jobs as well as new construction. Work shall commence within five (5) calendar days of written notice to days and continue daily until completion of the project. Duration of the proposed project consists of 60 working days. Unless prior written approval is obtained from the City Project Manager, project is to be completed within 60 working days after beginning the work. Failure to comply may result in liquidated damages in the amount of $1,000.00 per day for each day beyond 60 working days, or the hiring of another contractor to complete the project with the balance of the cost, if any, being paid for by contract holder. Contractor will not be assessed for delays due to causes beyond its control. The work to be done shall conform to the following specifications: 1. Furnishing and placing the required forms. 2. Furnishing and placing expansion joints where required. 3. Placing steel frame and cover and bar reinforcement for catch basins. 4. Furnishing, placing, and finishing cement concrete for curbs, gutters, sidewalks, catch basins and cross drains as specified. 5. Wing walls in connection with part-circle culverts will be paid for as standard curb. 6. City forces will remove broken or defective curb, gutter, or sidewalk below sub-grade elevation. 7. City forces will supply Class 2 Base for fill material on job site, Contractor to hydrate, move, and place material as needed. 8. Contractor is responsible for finishing sub-grade elevation to 90% compaction prior to placing concrete. 9. Contractor is to notify Project Manager for inspection of sub-grade prior to placing concrete. 10. Concrete placed without sub-grade inspection shall be removed and replaced by Contractor at their own expense. 11. Contractor to remove all debris from job site daily, including washout material. 12. Contractor to pour in a continuous fashion, no skipping sections unless approved by the City's Project Manager 3. CONTRACT TERM 4. CONTRACT PRICING 13. Contractor and City Project Manager shall meet and agree on quantities prior to Contractor invoicing. 14. Contractor to ensure all work has proper drainage, any standing water areas will be removed and replaced by Contractor at their own expense. All construction shall conform to the applicable sections of the Standard Specifications as issued by the State of California Department of Transportation (Caltrans), 2010 edition, insofar as they may apply to this project. Said specifications may be modified by the City on a project-by-project basis for work under this contract. The City's estimate of the quantities of work to be done and materials to be furnished are approximate only, being given as a basis for the comparison of bids. The City of Bakersfield does not expressly or by implication agree that the actual amount of work will correspond therewith but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work that may be deemed necessary or expedient by the City due to budget or other constraints. Curb Cut (Handicap Ramp) Per City of Bakersfield Standard 4,000 Sq. Ft. Gutter, Six Inch (6") (drive approach/cross gutter) per City of Bakersfield Standard 7,000 Sq. Ft. 6" Curb and Gutter per City of Bakersfield Standard 5,000 Ln. Ft. 8" Curb and Gutter Per City of Bakersfield Standard 2,000 Ln. Ft. Furnish & Install Truncated Dome Per City of Bakersfield Standard 620 Sq. Ft. Monolithic Poured Sidewalk with Curb up to 8" 2,000 Sq. Ft. *Oriole Area is generally bounded by Wilson Road to the west and Akers Road to the east. (Ward 1). Pre-bid The purpose of the conference is to discuss with prospective contractors the work to be performed and to allow them to ask questions arising from the initial review of this Invitation to Bid. The City considers the mandatory conference to be critical to the understanding of the requirements of the Invitation to Bid. To ensure qualification, prospective contractors are required to attend the pre-bid conference.
