Site work, new construction and remodeling of a mixed-use development in Belmont, California. Completed plans call for the construction of a 1,210-square-foot pre-engineered storage facility; for the remodel of a 3,290-square-foot, two-story above grade pre-engineered storage facility; for site work for a pre-engineered storage facility; and water / sewer project.

Project Scope: - Remodel of and seismic improvements to an existing, 3,290 SF, 2-story building Construction of new, 1,210 SF metal storage building - Landscape and other improvements to the 26,327 SF site - Replacement of sewer lateral Question Deadline 01/22/2026 at 3:00 PM PT Proposers requesting clarification on this project must submit all questions in writing to the Construction Manager, OCMI, Inc. at folgerbid@ocmi.com. No questions will be accepted after the deadline. Questions and answers will be published in the form of an addendum and posted to the MPWD Online Virtual Planroom, Folger Drive Emergency Operations Center Project by 1:30 PM PST, February 10, 2026. The facility will be considered an emergency operations center for the District. One, second floor room is designated r-1 in the event that staff is required to overnight at the building during an emergency. The Project scope includes, but is not limited to, modifications to existing interior and exterior walls, doors, interior and exterior glazing, ceilings, and finishes, compliance with current life safety codes, and modification to building systems (HVAC, electrical, lighting, telecommunications, audio/visual, and plumbing)he facility will be considered an emergency operations center for the District. The Project scope includes, but is not limited to, modifications to existing interior and exterior walls, doors, interior and exterior glazing, ceilings, and finishes, compliance with current life safety codes, and modification to building systems (HVAC, electrical, lighting, telecommunications, audio/visual, and plumbing). The project is to be completed within a total maximum of three hundred fifteen (315) calendar days, inclusive of eleven (11) weather days, commencing on the date of the Notice to Proceed. The District will assess liquidated damages in the amount of $1,700 for every calendar day of delay in finishing the work in excess of the contract time. Proposals submitted by parties not attending the pre-proposal meeting will be rejected. A General Contracting Class B license is required to Propose on this project. Subcontractors must be listed on the Proposal form and hold valid specialty trade licenses. Contractor, or its subcontractors shall have valid California licenses for their respective trades work. The District reserves the right to reject any and all proposals. The Contract, if it be awarded, will be made to the Proposer whose proposal represents the Best Value for the District. Best Value Criteria and scoring methods to be used are detailed in Section 3 of the General Conditions titled "Award of Contract Using Best Value Criteria and Execution of Contract. No Proposer may withdraw its proposal for a period of one hundred twenty (120) calendar days after the date of proposal opening. The District intends to award the Contract, if at all, within that period to the proposer whose proposal represents the Best Value for the District. The District will not recognize any claim for additional compensation because of the payment by the Contractor of any wage rate in excess of the prevailing wage rate set forth in the Contract. The possibility of wage increases is one of the elements to be considered by the Contractor in determining their proposal and will not under any circumstances be considered as the basis of a claim against the District on the Contract. The successful Proposer shall furnish a Performance Bond and a Payment Bond in amounts equal to one hundred percent (100%) of the total price of the Contract. The District will retain five percent (5%) from each invoice/billing statement submitted in connection with the Contract. Pursuant to Public Contract Code Section 22300, the successful Proposer may submit certain securities in lieu of the District retaining a portion of progress payments during the Project.
