Demolition and site work for a multi-residential development in Texas City, Texas. Completed plans call for the demolition of a four-unit multi-residential development; and for site work for a multi-residential development.
**As of February 9, 2026, project has not yet been awarded. A timeline for the award has not yet been established.** The City of Texas City invites bids from experienced and qualified demolition contractors to provide demolition and removal services on four apartment buildings located at 2602 21st St. North, Texas City, TX 77590. The scope of work includes, but is not limited to, site demolition, excavation and fill, erosion and sedimentation control, and removal services. Bidders are required to submit one marked original, three exact duplicate copies, and one USB media source of the completed proposal in a sealed envelope properly labeled with the ITB number and title. Sealed submittals must be received by 11:00 a.m. CST on the specified deadline. The City reserves the right to waive minor informalities, reject any or all proposals, and accept the proposal(s) deemed most advantageous. Participation from minority and women-owned business enterprises and DBE programs is encouraged. DEADLINE FOR QUESTIONS: Friday, January 9, 2026, at 11:00 a.m. All questions will be answered in the form of an addendum. All questions related to this Bid are to be directed to the following email: (purchasing@texascitytx.gov) 2.3 Scope of Work The awarded bidder will be required to perform demolition services and removal of the structures, any outbuildings, basements, foundations, and site improvements. 2.3.1 Project Overview This project consists of the complete demolition of four apartment buildings, and removal of all associated concrete slabs, foundations, and proper capping of sewer lines in accordance with municipal requirements. Including but not limited to, retaining walls, paving, foundation, landscaping, concrete pads, sidewalk and driveways, fencing, mailboxes, signs, poles, porches, trash, waste, rubbish, rocks, debris, etc. on the specified properties 2.3.2 Tasks A. Demolition Services: - Provide site utility investigation drawings to the City prior to commencing work. - Provide layout as required for demolition operations. - Provide all special engineering, shoring, scaffolding and/or equipment required for demolition operations. - Protect all work which is to remain. - Remove existing structures, slab, stilts, and stilt supports to three (3) feet below grade. - Prior to structure demolition the contractor must demolish, remove, salvage and make safe all electrical wiring. - Contractor is required to have a competent foreman on site every day and provide written documentation of review of safety for the days of operation. - Provide adequate manpower and/or overtime to meet construction schedule. - Contractor to provide dumpster for their scope of work and haul off all demolished materials. - Provide multiple mobilizations as required to complete scope of work as directed. - Protect all trees during demolition. - Obtain all permits as required. - Grade the site to drain, and fill using clean filler compacted and topped with four (4) inches of clean topsoil. - Cover site in hydro mulch - Provide any silt fence required to prevent erosion off site. - Verify capping of all plumbing and sewer. B. Demolition Requirements: - Earth-disturbing activities must not commence until all permits are obtained and perimeter erosion control measures are in place - Demolition must be closely coordinated with the City's Director of Municipal Services regarding items to be removed, etc. including any and all tree preservation. Removal, relocation and/or disposal of any pre-existing on-site trash, debris or stockpiles must be included in the total cost of demolition and must be coordinated with the Director of Municipal Services at all times - Contractor must use extreme caution to limit and not damage or destroy existing tree, roots, limbs or cause over compensation of the soils. Do not create low spots around trees. Discussion of trees to be left will take place with the awarded contractor prior to commencement of demolition - Contractor must comply with the fullest extent all regulations governing agencies regarding the demolition, removal, transportation and disposal of all demolition debris, including regulations regarding Regulated Asbestos Containing Material (RACM) and Lead-based Paint (LBP) - Disposal must be at a Type I or Type I arid exempt (AE) Municipal Solid Waste (MSW) landfill as permitted by Texas Commission on Environmental Quality (TCEQ). - Contractor must locate and remove all underground utility cables (electric, telephone, etc.) regardless of depth as part of the base bid. - Contractor must ensure all water line(s) are capped. - Contractor must ensure all sewer line(s) are capped. - Contractor must comply to the fullest extent with the latest OSHA standards for excavation and trenching procedures. Contractor must use support systems, sloping, benching, etc. as necessary for these operations, and must comply with all OSHA performance criteria. - Contractor must verify the disconnection of all utilities serving the existing site with the appropriate utility company, and shall obtain approval from same, to commence demolition activities. - Existing structure to be demolished and disposed of in accordance with the authority having jurisdiction. Where foundation structure is removed, backfill with clean fill compacted and covered with 4" of clean topsoil to adjacent grade free from irregular surface changes to ensure no standing water - Contractor must not bury, dispose, or leave any materials on site after completion of project
