Engineering consulting services are required for the preparation of contract plans and related documents for the construction of a new interchange located on I-79 between I-68 East I/C MP 148 and Westover, US 19 I/C MP 152 in Monongalia County. The design will be based on the preferred alternative 2C (Tight Diamond Interchange with roundabouts) of the approved Interchange Justification Report. The required professional services include the design of construction plans (including multi-span bridge and retaining walls), right-of-way plans, surveying services, geotechnical services, and traffic engineering services. The consultant must reference DD-681 to develop the appropriate Traffic Management Plan and reference DD-506 for pollution prevention and discharge reduction methods in the design. Post design services, if required, will be contracted separately. Payment will be Cost Plus Fixed Fee for a single assignment. Bidders must provide a Letter of Qualification and an unpriced prospectus containing proof of registration with the WV Secretary of State's Office, current Certificate of Authorization from the applicable state professional board(s), and the most current approved overhead rate memo. The prospectus must also demonstrate professional qualifications, specialized experience, capacity to complete the work on schedule, and past performance. Additional required submission items include a completed SF-330 form indicating staff locations, office locations, identification of subconsultants, software to be used, details of the cost accounting system, completed "Consultant Short List Selection Criteria Technical Evaluation" form, and a valid Certificate of Authorization to offer engineering, surveying, or related services within the state. Failure to provide required documentation or information will result in disqualification. Disadvantaged and Women-owned Business Enterprises are encouraged to participate.
