Site work, paving and renovation of a mixed-use development in Lake Mills, Iowa. Completed plans call for site work for a water / sewer project; for the renovation of a water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Construct improvements including all labor, materials and equipment necessary for excavation, backfill and site work, surfaced restoration, lagoon construction including rip rap, submerged attached growth reactor cells, inlet pads, and berm construction, reinforced concrete structures, masonry buildings including plumbing, heating, ventilation, doors and associated work, blowers and aeration equipment, existing blower building modifications and piping, UV disinfection building and equipment, manholes, lagoon piping, valves, electrical work including conduit, cables, wiring, motor controls, starts, switches, fixtures, standby power, and controls, biosolids removal and disposal, granular surfacing, removal of existing blowers, piping, and aerated lagoon piping, equipment, diffusers and appurtenances, and miscellaneous associated work, including cleanup. The Wastewater Treatment Plant shall be in operation and treating wastewater by August 31, 2027 subject to any extensions of time which may be granted by the City. All work on the project shall be completed by October 1, 2027. The City reserves the right to reject any and all bids, to waive informalities and technicalities and to enter into such contract as it shall deem for the best interest of the City. Each proposal shall be made out on a blank form furnished by the municipality and must be accompanied by bid security in a sealed envelope by either (1) a certified or cashier's check drawn on a solvent Iowa chartered bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to 5% of the bid, or (2) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 5% of the bid. The successful bidder will be required to furnish bonds in an amount equal to one hundred percent (100%) of the contract price, said bonds to be issued by responsible surety approved by the City Council and listed in the U.S. Treasury Department's most current list (Circular 570, as amended) and authorized to transact business in the State of Iowa and shall guarantee (1) the faithful performance of the contract and the terms and conditions therein contained, (2) the prompt payment to all persons, firms, subcontractors and corporations furnishing materials for or performing labor in the prosecution of the work, and (3) the maintenance of improvements in good repair for not less than two (2) years from the time of acceptance of the improvements by the City. Liquidated damages in the amount of One Thousand Dollars ($1,000.00) per consecutive calendar day will be assessed for each day that the Wastewater Treatment Plant is not in operation treating wastewater after August 31, 2027 with due allowance for extensions due to conditions beyond the control of the contractor. Liquidated damages in the amount of One Thousand Dollars ($1,000.00) for each calendar day after October 1, 2027 until all work in the contract is completed with due allowances for extensions due to conditions beyond the control of the contract. Separate liquidated damage assessments may be made for each of the two completion dates.
