The work generally consists of the construction of 4 pickleball courts and 1 tennis court at the Fairfax City Park and Athletic Complex, to be built in the open area south of Linn Street and east of the existing parking lot for the community gardens and dog park. The courts will be constructed primarily with a granular subbase and an asphalt surface. The project also includes installation of court fencing, surfacing, netting, and posts, as well as Portland cement concrete (PCC) sidewalk and trail construction, and underground utilities. All labor, equipment, and materials necessary for the construction of this project are included. Bids must be submitted on a Unit Price basis. Bid security must be in the amount of five percent (5%) of the bid and in the form of a cashier's check, certified check, share draft, or a bid bond on the provided form. The bid shall contain no condition except as provided in the specifications. All contractors and subcontractors must have a drug and alcohol testing policy conforming to Iowa Code requirements and must submit an affidavit attesting to this with their bid. Preference is given to products, provisions, and labor from the State of Iowa where required by law. Minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin. The City Council reserves the right to reject any or all bids, to waive informalities and technicalities, and to enter into contracts as deemed in the City's best interest. Acceptance of proposals may be deferred for 60 calendar days after the bids are received and opened.
