Sealed bids are requested for the 2018 SRTS Downtown Connection Phase I. Bids must comply with the New Jersey Prevailing Wage Act, and bids will not be awarded to any bidder not certified by the Commissioner of Labor and Industry. Bids must be submitted on provided forms, enclosed in sealed envelopes bearing the bidder's name and address and the project name, and must be accompanied by a certified check, cashier's check, or bid bond of at least 10% of the bid amount (minimum $500, maximum $20,000), along with a Consent of Surety for a 100% performance bond. A Non-Collusion Affidavit and Record of Recent Contract Awards must accompany the proposal. Proposals must be submitted in a bound book using the provided forms. Bidders must have a Business Registration Certificate from the New Jersey Department of Treasury and comply with NJSA 10:5-31 et seq., NJAC 17:27 (Affirmative Action), NJSA 34:11-56.25 et seq. (Prevailing Wage Act), and the Americans with Disabilities Act. Bidders must also comply with P.L. 1977, Chapter 33 and submit a statement listing all stockholders or partners with at least 10% interest. No bid may be withdrawn for sixty days after opening. The contract will be awarded to the lowest responsible bidder or all bids may be rejected within sixty days. The Borough reserves the right to reject all or unbalanced bids and waive any informality. The project is federally funded and requires FHWA contract compliance; any changes required by FHWA to comply with federal law must be adopted.
