Site work and new construction of a power facility in Colorado Springs, Colorado. Completed plans call for the construction of a power facility; and for site work for a power facility.

Introduction 1.1. UTILITIES is a four-service municipally-owned utility with a mission to provide safe, reliable, competitively-priced electric, natural gas, water and wastewater services to its citizen owners and customers. UTILITIES operates primarily through functional divisions responsible for planning, designing, financing, constructing, operating, customer service, environmental, strategy, and external affairs associated with the delivery of these utility services. 1.2. The APIP project will provide electric service requirements to support the full buildout of Airports Peak Innovation Park. The APIP substation will be constructed on land owned by UTILITIES and transmission lines will tap into an existing 230kV transmission double circuit line owned by UTILITIES. (See Diagram 1). New easementsfor the transmission taps will be acquired by UTILITIES once the CONTRACTOR identifies easement requirements. 1.3. The APIP to Williams Creek Transmission Line will be designed and built within existing easement controlled by UTILITIES. UTILITIES will provide drawings of easements and existing transmission lines to CONTRACTOR to aid in design upon award of contract. 1.4. The Scope of Work consists of a base scope with four specific projects as further defined in Section 3 and five optional projects as further defined in Section 18. Base Scope of Work CONTRACTOR shall perform the scope of work for Projects 1 through 4 to include but not limited to the following. 1.5. Project 1: Design and construction of a 230kV electric switching substation (APIP Substation) prepared to accept load elements along with 6 overhead 230kV connections detailed in Project 2 and Project 4. Substation design shall include fiber connections between substation and CSU Trunk Line as well as stormwater detention pond to accommodate flows from substation property. 1.6. Project 2: Design and construction of two (2) double-circuit overhead transmission line-ties from APIP Substation to an existing 230kV double-circuit overhead transmission line. See Attachment A20 Attachment A19 APIP Substation Transmission Tap Layout.pdf. 1.6.1.1. North Tap: 2 heavy dead-ends on either end of tap with 1 tangent. 1.6.1.2. South Tap: 3 heavy dead-ends with 2 tangents. 1.7. Project 3: Reconductor of existing 230kV Overhead lines between Horizon and Claremont Substations. 1.7.1.1. Existing line is 5.9 miles long and contains 34 structures, 5 heavy dead-ends, 3 light dead-ends, and 26 tangent structures. CONTRACTOR shall complete the re-build of line as required to meet the ampacity requirements, using bundled 1272 ACSR. 1.7.1.1.1. 1 tangent shall be replaced with a new heavy dead-end when North Tap is inserted. 1.7.1.1.2. 1 dead-end shall be replaced when South Tap is inserted. 1.7.1.1.3. 1 dead-end shall be replaced when North and South Tap are inserted. 1.8. Project 4: Design and construction of a 230kV double-circuit overhead transmission line from APIP Substation to Williams Creek Substation. Question Deadline 01/30/2026 at 2:00 PM MT
